work for the water pipeline, sanitary sewer pipeline and maintenance road
has been completed. The developer is requesting acceptance of the public
improvements. All work is complete and ready for acceptance by the
City.

Honorable Mayor and Members of the City Council:

BACKGROUND

It has been the City's policy to interconnect the City's water system within the same pressure
zones (providing a link between each reservoir within the same pressure zone) to handle daily
demands and emergencies. In conformance with this policy, the Vineyard Avenue Corridor
Specific Plan provides for a new 16-inch water main connecting the Vintage Hills area with
the Ruby Hill development. The Specific Plan also includes a second tie by installing a new
water main from Vineyard Avenue to the Foxborough subdivision. Another goal of the City
has been to eliminate sanitary sewer pump stations whenever possible. The installation of the
new sewer main along the newly aligned Vineyard Avenue allowed for the installation of a
new gravity sewer main between Vineyard A venue and the Foxborough subdivision. This
allowed the City to bypass and decommission their existing sanitary sewer pump station within
the Foxborough subdivision.

The sanitary and water main interconnection between Foxborough Place and Vineyard Avenue
provides a system-wide benefit; consequently, the Specific Plan addresses these pipe lines as
independent City projects not connected with the development of the Corridor.

To facilitate installation of these lines, on March 20, 2001, City Council approved a
reimbursement agreement with the developer of the adjacent Vineyard Hill subdivision, Tract
7160, Deleo Builders, for the design and installation of a sanitary sewer and water main from
Vineyard Avenue to Foxborough Place. This agreement required the developer to submit
construction costs within 60 days after completion of the work. All work has now been
completed and the developer has submitted [mal construction costs.

BUDGET

The [mal project budget summary is presented as follows:

Approved Project Funding (802010)

$261,500

SR 06:268
