Expenditures
Design and Construction Cost
Change Orders
Design Change Order
Total Design and Construction Cost
Project Balance

$255,607.50
$45,304.79
$3,607.48
$304,519.77
($43,019.77)

Staff recommends the project deficit of $43,019.77 be met with two transfers: 1) Transfer
$28,032.26 from the Annual Water Replacement project (CIP 001000) to cover water related
expenses; 2) Transfer $14,987.51 from the Annual Sanitary Sewer Replacement (CIP 052002)
to cover sewer related expenses.

Change Orders

Once under construction, field conditions necessitated the realignment of the water line to
avoid existing utilities. This resulted in a number of change orders that included exposing
existing utilities and modifying the proposed alignment of the new pipelines with additional
tittings, significantly slowing the progress of the work. Included in the change orders was the
additional engineering, survey and soil borings necessary for this relocation.

FISCAL IMPACT

There will be an annual increase of approximately $15,000 in anticipated maintenance costs
when the public improvements are accepted, due to increased road maintenance, and utility
maintenance costs. However, these costs are offset by the cost of electricity and maintenance
of the Foxborough sanitary sewer pump station which has now been decommissioned since
sewage now flows by gravity from Foxborough Place to Vineyard Avenue.

The funding sources used to cover this project deficit are residual funds from annual
replacement projects that had not been specifically appropriated for future use.

Respectfully submitted,

7:2zu.t:-

Rob Wilson
Director of Public Works

~~~~
~
David P.
