<br />Landscaping and Bio-retention Pond Area <br /> <br />The proposed design guidelines require fifty (50) percent of all trees to be a minimum of 24-inch <br />box trees with the remaining trees being a minimum of 15 gallons in size. The proposed design <br />guidelines further require that at least two 24-inch box coast live oaks be planted per lot, or four <br />for a comer lot. No palm trees are allowed within the development. Staff has added a condition <br />requiring that a landscape and irrigation plan be submitted for the review and approval by the <br />Planning Director prior to the issuance of a building permit. <br /> <br />Each lot at Serenity at Callippe Preserve has a bio-retention pond area covered by an easement <br />granted to the homeowners association. The bio-retention pond areas are designed to re- <br />tain/filter the "first flush" storm water. The bio-retention area on the subject lot is located along <br />the northerly property line. The approved vested tract map includes typical landscaping for the <br />bio-retention pond area. Staff has included a condition requiring the landscaping within the bio- <br />retention pond area conform to the approval tract map. <br /> <br />Grading and Drainage <br /> <br />The subject lot has been pre-graded per PUD requirements. Minor grading would be necessary <br />for the building pad area, On site drainage would be directed toward the front. The applicant <br />would be required to submit an on-site drainage plan to the Planning Director for review and ap- <br />proval. A condition of approval has included addressing this item, <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />The Planning Commission, on a 3-2 vote, recommended approval ofPUD-99-07-03M!PDR-579 <br />to the Council City with the following modifications: <br /> <br />I. Setbacks conform to the Happy Valley Specific Plan; <br />2, All homes have automatic fire sprinkler systems; and, <br />3, 25% maximum FAR that includes the living area and accessory structures, garages <br />and/or basement. In no case shall the living area be greater than 7,500 square feet. <br /> <br />For the reasons stated previously, staff believes that the proposed front yard setback is appropri- <br />ate and that the insignificant difference would be mitigated through building design and siting, <br /> <br />Staff supports the restriction placed on the FAR and maximum square footage allowed for the <br />living area. The 25% FAR would not include the basement area provided that the basement is <br />below grade and that only the area required by the Building Department for exiting is visible <br />from outside, <br /> <br />SR:06:271 <br />Page 7 <br />
