<br />STAFF RECOMMENDATION: <br /> <br />Staff recommends the City Council take the following actions for Cases No. PUD-99-07- <br />03M/PDR-579: <br /> <br />1. Find that the proposed modification, PUD-99-07-03M, is covered by the previously ap- <br />proved Final Environmental Impact Report for Happy Valley Specific Plan; <br /> <br />2. Find that the proposed modification, PUD-99-07-03M, is covered by the previously ap- <br />proved PUD development plan findings for PUD-99-07; <br /> <br />3. Introduce the draft ordinance approving Case No. PUD-99-07-03M with recommended <br />Conditions of Approval, listed in Exhibit "B-1"; <br /> <br />4, Approve Case No, PDR-579, subject to Exhibit "A" and Exhibit "B-2", Conditions of <br />Approval. <br /> <br />SUMMARY: <br /> <br />The proposed PUD modification is consistent with the goals and policies of the City of Pleas an- <br />ton General Plan and the Happy Valley Specific Plan, The proposed design guidelines would <br />ensure that each custom home is designed in a manner that includes attention to architectural de- <br />tails and that would be compatible with the surrounding developments. Modifying the design <br />review process to allow approval on the staff level would expedite the process while ensuring <br />quality design as established in the new design guidelines, <br /> <br />Honorable Mayor and Members ofthe City Council: <br /> <br />BACKGROUND <br /> <br />On October 19,1999, the City Council adopted Ordinance No.1793 for a residential develop- <br />ment plan, known as PUD-99-07 (TTK Partnership), consisting of 12 building sites, a public <br />equestrian/pedestrian trail, public streets and parking, and land area set aside for the municipal <br />golf course and permanent open space on an approximately 46.3-acre site located in the Happy <br />Valley Specific Plan study area on the south side of Happy Valley Road at the junction of <br />Happy Valley Road and Alisal Street.
