<br />East Bav Regional Park District <br /> <br />City staff held two on-site meetings with the applicant and with EBRPD staff to determine what <br />issues the Park District may continue to have and to determine if there were means in which the <br />project could mitigate those concerns. The applicant installed story poles and provided the Park <br />District with photo visuals and descriptions, These aids helped both staff and the Park District <br />understand the effects of the increase in height, resulting in the conclusion by all parties that the <br />height increase would be minimal and that the increase could be mitigated by planting additional <br />trees. <br /> <br />The Park District supported the modification on the subject lot, but requested a review on a <br />case-by-case basis for any others within the same PUD that may be presented in the future, <br /> <br />A copy of the letter from EBRPD supporting the project is attached which also conveys the con- <br />cerns they have regarding the remaining lots. <br /> <br />Staff considers the request to be appropriate for the following reasons: <br /> <br />. The East Bay Regional Park District, owner/operator of the Shadow Regional Recrea- <br />tion Area, concurs with the height request for this lot, its decision based on the pro- <br />posed design plans for this lot. The Park District will support the height increase on <br />the subject lot, but stated that any of the other lots on Yolanda Court requesting an in- <br />crease in building height would have to be reviewed by the Park District on a case-by- <br />case basis. The Park District has requested the application be conditioned to install <br />additional landscaping on the Park District's property to screen the proposed house <br />from view. Staff has added a condition to address this issue. <br /> <br />. The resolution of issues pertaining to building/landscape designs, site layout, etc., <br />would still be required with the design review application. <br /> <br />. The Planning Commission and City Council will be notified of the action of the Zon- <br />ing Administrator along with the extended 20-day appeal period to the Planning <br />Commission and the City Council. <br /> <br />Proposed Design <br /> <br />The proposed house plans are attached as Exhibit C for reference. <br /> <br />The Vineyard Avenue Corridor Specific Plan requires that homes on lots zoned Low-Density <br />Residential District have a traditional style architecture with porches and bay windows on the <br />front of the home to provide an interesting streetscape and encourage neighborhood interaction. <br />The design ofthese traditional-style homes would blend with the existing and new <br /> <br />SR:06:270 <br />Page 4 <br />
