<br />Mr. Michael Renquist, property owner of251l Yolanda Court, submitted a design review appli- <br />cation for the construction of a custom single-family home which is not in conformity with the <br />approved guidelines, The applicant requests to increase the ridge height from 23 feet to 26 feet <br />and to use a different roofing material than is allowed by the design guidelines. The applicant <br />wishes to use barrel tile instead of flat tile. The applicant proposes to amend the PUD to allow <br />the design of his home to incorporate those differing elements and to amend the design review <br />process to allow the Zoning Administrator to review and approve the proposed custom home. <br /> <br />This application was originally submitted as a minor modification to the approved PUD (PUD- <br />01). An information report was submitted to the City Council on September 19,2006, Coun- <br />cilmember Sullivan noted the issues that the EBRPD had at the time of the original approval and <br />requested that this application be referred to the Planning Commission for review as a major <br />modification. The Planning Commission recommended approval of the requested modification, <br />and the application is being brought to the Council for decision. <br /> <br />SITE DESCRIPTION <br /> <br />The subject site is a vacant, relatively flat lot adjacent to the Arroyo del Valle and Shadow Cliffs <br />Regional Park to the north and northeast of the subject site. To its immediate east and west are <br />the four other lots of the subdivision. To its south is Vineyard Avenue and properties covered <br />by the Vineyard A venue Corridor Specific Plan, <br /> <br />PROJECT DESCRIPTION <br /> <br />The proposed modification include the following: <br /> <br />1. To increase the maximum building height for this lot from 23 feet to 26 feet; <br />2. To allow a barrel tile roof in place of the flat roof tile required by the PUD approval; <br />3. To allow second story windows to face the direction of the Shadow Cliffs Regional Rec- <br />reation Area; and, <br />4. To allow design review approval by the Zoning Administrator by noticing the Planning <br />Commission of the application, notifying the Planning Commission of the decision of the <br />Zoning Administrator, and to provide a 20-day appeal period, <br /> <br />ANALYSIS <br /> <br />On September 1,2006 the applicant requested the City review a minor modification to PUD-Ol <br />for Items 1-4 noted above under the project description, Knowing the concerns that the EBRPD <br />had at the time of the original approval, staff referred the application to the EBRPD to determine <br />if it could support the applicant's request. <br /> <br />SR:06:270 <br />Page 3 <br />
