DRAFT <br /> GUIDELINES <br /> Alameda County CMA <br />Tier II Land Use Analysis Program <br />April 24, 1992 <br /> <br />Background <br />The October 24, 1991 Alameda County Congestion Management Program (CMP), requires that local <br />jurisdictions conform with the CMP Land Use Analysis Program. The Land Use Analysis Program is <br />a two tiered system. Tier I requires jurisdictions to report GPA applications to the CMA and Tier II is a <br />semi-annual land use update requirement. The guidelines for conforming with the Tier I program are <br />presented in the CMA document entitled, Tier I, GPA Land Use Analysis Program. The guidelines for <br />the Tier II Program are presented here. <br /> <br /> Program Description <br /> Semi-annually Iocal jurisdictions will update their forecast of land use projections for the CMP target <br /> year. These projections will consider market trends as well as GPAs that have been approved in the past <br /> year. The CMP target year is the last year covered in the seven year Capital Improvement Program <br /> (CIP) for a given CMP. For the 1991 CMP, the target year is 1998. Since a 1998 land use database is <br /> not available, the CMA will use year 2000 forecasts as the target year forecasts for the~.._~_~CMP cycle. <br /> <br />For the first CMP year (1992), due to the time needed by local jurisdictions to set up adequate data <br />collection systems, there will only be one data submittal. The Countywide Travel Demand Model's land <br />use database will be updated accordingly. Model runs depicting operating conditions on the CMP <br />roadway system will be generated by the CMA and distributed to the local jurisdictions for analysis. <br /> <br />Data Submittal Schedule <br />To conform with the Tier II Program, local jurisdictions are required to adhere to the following <br />schedule: <br /> <br />1. Adopt a Tier II, Land Use Analysis Program which is consistent with the requirements set forth in <br /> this document by August 1, 1992. <br /> <br />~o~ 2. Submit year 2000 and 2010 forecast land use projections no later than February 1, 1993. <br /> <br /> 3. In future CMP years, submit year 2000 and 2010 forecast land use projections semi-annually no <br /> later than February'l and August 1 of each year (beginning in 1994). <br /> <br /> The CMA will incorporate the land use changes into the Countywide Travel Demand Model's land use <br /> database. By September 1 of each year the CMA will prepare a countywide model run of operating <br /> conditions on the CMP roadway system using the revised land use database. The data fi.om these model <br /> runs (consisting of traffic volumes, speeds, and Volume to Capacity ratios) will be distributed to the <br /> local jurisdictions to be used in evaluating the effect of their projected land use changes on the roadway <br /> system. <br /> <br /> <br />
