C) utilize native vegetation, if possible; <br />D) include landscape treatments that minimize the potentially <br />abrupt contrast between developing areas and remaining open <br />space, where possible; and <br />E) provide that graded areas are recontoured to conform to the <br />natural appearance of the existing landscape. <br /> <br />13. Subdivision and grading plans shall be designed to ensure <br />protection and retention of heritage trees as illustrated in Figure <br />IV-2 of the. Specific Plan, whenever possible, subject to approval <br />by the Planning Department. <br /> <br />14. Site development plans for parcels along the northern boundary <br />of the Specific Plan shall be designed to ensure that new <br />residences do not visually intrude on existing homes to the north. <br />One-story height limits shall.be used where appropriate to avoid <br />obtrusive development on ridgelines, or where the privacy of <br />existing houses in subdivisions to the north could be adversely <br />impacted by new development. <br /> <br />15. Design review procedures within the City's planned unit <br />development review process shall be used to control inappropriat9 <br />development within each of the proposed districts, and to ensure <br />compliance with design guidelines within the Specific Plan. <br /> <br />16. Personnel involved in ground clearing shall be alerted by the <br />individual deVelopers to the potential of the discovery of <br />prehistoric materials. Indicators of potential finds include, but <br />are not limited tothe following: soils darker than the surrounding <br />soils, amounts of bone or shellfish mixed in the soils, any signs <br />of fire (ash, charcoal, baked clay, carbon or fire altered rock), <br />any identifiable artifacts of stone, bone or shellfish, and any <br />burials. Instruction shall be given to stop work in the event of <br />a discovery until a qualified archaeologist has inspected the find <br />and has developed recommendations for its evaluation and specific <br />mitigation under current CEQA guidelines. <br /> <br />17. The developer of Parcel 18 shall conduct archival research on <br />age, use and location of existing and removed structures, wells, <br />privy pits or dumps which may contain historic debris; and identify <br />previous owners and use pattern of the property, prior to tentative <br />map approval, ground clearing, demolition permit issuance, or <br />grading permit issuance. <br /> <br />18. Individual developers shall conduct detailed fault <br />investigations to determine the location of earthquake faults <br />within these parcels in compliance with the Alquist-Priolo Act, <br />following consultation with the City's consulting geologist as to <br />appropriate methodology. Engineering and design mitigation <br />measures recommended in these investigations shall be implemented <br />where deemed necessary to ensure safety to persons and property. <br />The City shall require technical review of geotechnical engineering <br /> <br />- 3 - <br /> <br /> <br />
