studies by a qualified geotechniCal engineer. Such study shall be <br />completed prior to tentative map or building permit approval. <br /> <br />19. Site-specific soils, geologic and geotechnical engineering <br />studies shall be required for structures proposed on parcels within <br />zones Ao, F, and A1 (zones where the potential geologic hazard is <br />judged to be moderate to high), prior to tentative map or building <br />permit approval, and subject to approval by the Building Inspection <br />Department. <br /> <br />20. Grading and erosion control plans shall be submitted to the <br />Public Works Department for each development project within the <br />Specific Plan area prior to final subdivision map and building <br />permit approval. Grading plans shall balance cut and fill to the <br />maximum extent feasible. Grading plans shall include provisions to <br />limit impacts to 'adjacent residents by minimizing grading near <br />property lines, phasing grading operations to minimize noise <br />disturbance, and frequent watering of exposed areas to reduce dust. <br />If fill is used on slopes, the grading plan shall provide detailed <br />recommendations for slope gradients, preparation, acceptable fill <br />materials, and method of placement and degree of fill compaction. <br />Erosion control.plans shall include effective control methods as <br />detailed by the Association of Bay Area Governments. ' <br /> <br />21. "Funding Developers" shall develop a creek habitat restoration <br />plan as a part of the master landscape plan that follows the <br />Specific Plan guidelines, results in no net loss of habitat acreage <br />or value, revegetates channel and banks, and provides setbacks as <br />specified in the Specific Plan. The restoration plan shall be <br />created in consultation with the Department of Fish and Game, and <br />the U.S. Army Corps of Engineers. <br /> <br />22. All site specific development proposals shall comply with the <br />requirements of the City's Heritage Tree Ordinance and avoid tree <br />removal whenever possible. No disturbance of any kind should be <br />allowed under tree driplines. The use of flashing should be used- <br />to protect against excessive summer watering of heritage oak trees. <br /> <br />23. The drainage channel and outer banks shall be vegetated <br />(preferably with native vegetation). Within the outer perimeter of <br />the channel right-of-way, non-obligate riparian tree species (i.e., <br />oaks and bays) should be planted with caution to avoid erosion of <br />the channel. Improvements shall be completed prior to issuance of <br />occupancy permits for "Funding Developer" projects. <br /> <br />24. The developer/owner of Parcel 25 shall provide a 50-foot <br />setback from the riparian zone at Parcel 25. It is not known <br />whether the California Tiger Salamander, San Francisco Forktail <br />Damselfly, and Ricksecker's Water Scavenger Beetle definitely occur <br />within this parcel. If the recommended mitigation measure for <br />retention of wetland habitat (including retention of the natural <br />stream channel and a building setback of at least 50 feet from the <br /> <br />- 4 - <br /> <br /> <br />
