The Georgatos' said that it would not.

Mr. Shutts asked if the Georgatos' would change their mind about the project if there were no
windows.

Mr. Georgatos said no because the entire site would be a structure and he believes the neighbors
would feel the same way if in their position.

Mrs. Georgatos asked if the addition could be moved more towards Martha's so that she can
have more of the view she is losing. She said that the windows were more than she anticipated
or thought. She said that the current view of trees and rooftops would be lost and they feel that
they'll lose that with the second story proposal.

Ms. Decker asked if the neighbors would support the second story if the applicants couldn't view
on to surrounding properties or if there was a mitigation measure that would suffice to their
concerns.

The neighbors said that nothing could be done to were they would agree with the proposal with
the exception of the second-floor being eliminated.

Ms. Decker said that there is a condition of approval for construction operations and that there
were restrictions on when construction can begin and end. Ms. Decker read the condition of
approval and asked if anyone had any questions or issues with it.

Mr. Imperiale said that he knows the contractor the applicants are going to use and he typically
does his construction work Monday through Friday and does not have a crew there on weekends.

The Georgatos said that they did not have a preference.

Ms. Decker then went over the noise standards for the City and what the dBA requirements are
and asked if anyone had an issue with that condition of approval. No comments were made.

Ms. Decker said that she is going to add a condition of approval to the proposed window. She
said that the windows shall be 6-foot raised transom windows that do not have to be opaque
glazed because the applicants will not be able to view on to the Georgatos' property. Ms. Decker
said that matching transom windows shall be placed on the sides of the master bedroom as well.
She said that with her conversations with Ms. Wensel, she was not concerned with window
placements.

Ms. Decker added another condition of approval that up to two trees, approved by the City, shall
be planted and shall not be any taller than the ridge of the house. She said that these trees would
soften the architecture of the addition and mitigate privacy concems.

Mr. Imperiale wanted to know what would happen if someone did not want trees.

Ms. Decker said it could be discussed now if he had comments.

Mr. Imperiale asked where the trees would be located.

Minutes: PADR-1472

Page 4 of5

April 13, 2006
