<br />located at nine separate addresses (see Exhibit C). Currently, staff opens restrooms between 5:00 <br />and 6:00 a.m., with an outside contractor cleaning restrooms between 8:00 a.m. and 3:00 p.m. In <br />order to partially compensate for a vacant Building Maintenance II position, yet maintain the <br />current level of service, staff believes that contracting for both the opening and cleaning of public <br />restrooms (between 5:00 - 8:00 a.m. daily) will be most cost-effective for the City. <br /> <br />Bids <br /> <br />The project was initially bid on September 8, 2006, with only two bids received that met the <br />contract requirements. Staff recommended to Council at the meeting of October 3, 2006, that all <br />bids be rejected so that the contract could be re-advertised and re-bid in order to increase the <br />response from bidders and obtain a more competitive bid. The contract was re-bid on October <br />20, 2006, with six bids received (see bid summary attached as Exhibit B). The firm submitting <br />the lowest bid for the contract, Allan Bermudez Maintenance Services, was disqualified, as their <br />bid was non-responsive and did not include maintenance for all thirty restrooms. In addition, <br />their references were not satisfactory. Therefore, staff recommends awarding bid to the second <br />lowest bidder, Consolidated Cleaning Services, in the amount of $46,740.00. Consolidated <br />Cleaning Services' bid documents were all found to be in order and totaled $3,895.00 per <br />month, which compares favorably to previous contracts for similar services. <br /> <br />FISCAL IMPACT <br /> <br />This project is within budget and funding is provided in the 2006/2007 Fiscal Year budget under <br />Miscellaneous Contracted Services identified in the Recreation Facilities Maintenance Activities <br />(account no. 0315244385 -- $320,050). The proposed contract with Consolidated Cleaning <br />Services is for a period of two (2) years, with a clause that allows for two extensions of the <br />contract, each for one year, at a cost of $46,740.00 annually. <br /> <br />Respectfully Submitted, <br /> <br />~(;:)~ <br /> <br />t.~ <br /> <br />David P.
