<br />guidelines for review and comment. Feedback and comments were incorporated over the course <br />of several meetings. <br /> <br />At the October 2005 meeting, the Commission approved the draft guidelines but asked that staff <br />circulate them to the development community and return for final approval after any comments <br />from developers are incorporated. As requested by the Commission, the draft guidelines were <br />mailed out to approximately twenty contacts (listed in the attached Housing Commission staff <br />report from December 2005). Copies of the guidelines were also sent to members of the <br />Housing Commission and the Assisted Living Facility Subcommittee. <br /> <br />In addition to input that had already been received from Jack Dove and Bruce Fiedler, staff <br />received comments back from several parties, including Eden Housing, Eskaton (the operator of <br />the Parkview Regent assisted living facility), the Livermore-Pleasanton Fire Department, the <br />Pleasanton Senior Center, the City's Community Services Manager Eileen Morley, and several <br />members of the City's Assisted Living Facility Subcommittee. <br /> <br />The draft guidelines were modified to incorporate this feedback wherever possible. The <br />modified draft guidelines were reviewed and approved by the Housing Commission at its <br />meeting of December 15,2005. The final guidelines that resulted from this process are shown <br />in Attachment 1. <br /> <br />DISCUSSION <br /> <br />The intent of the attached guidelines is to provide general guidance to prospective developers of <br />future senior housing projects. The guidelines are not intended to be the same as detailed design <br />guidelines, such as those that apply to the Downtown area or to Hacienda Business Park but <br />rather, are intended to be a useful informational tool for interested developers. <br /> <br />As indicated, the Housing Commission and staff have attempted to incorporate specific concerns <br />expressed by the various interested parties and as a result, the Guidelines are comprehensive. <br />The majority of the material omitted related to desired features and requirements that are related <br />to building and planning codes and will actually be addressed as part of any plan review and <br />building inspection process. Even with the use ofthe attached guidelines, it will still be <br />necessary to work with any developer/operator to ensure that features are incorporated as <br />appropriate to each individual development. As noted, while the guidelines will be useful for <br />any senior development, they directed to independent living developements. <br /> <br />Upon approval, the attached guidelines for future housing developments will be made available <br />to prospective developers as appropriate for consideration during the project predevelopment <br />process. <br /> <br />SR:06:234 <br /> <br />Page 2 of3 <br />
