The process typically includes identifying suitable <br />sites, defining the scope by a concept design, developing technical specifications for an RFP, evaluating <br />contractor proposals, advising on contract awards, monitoring construction, and verifying system <br />performance during commissioning. In other words, the program staff must provide project management <br />expertise. SEI can assist in developing and executing these efforts in future phases. <br /> <br />Inte2ration of PV and Ener2V Efficiencv: <br /> <br />A key to the improving the cost effectiveness of PV installations is the incorporation of energy <br />efficiency and energy management strategies. By reducing electrical loads, the positive impact of the <br />PV system is increased and the overall effort becomes more cost effective. Therefore, the consideration <br />of program strategies that incorporate energy efficiency measures (including solar hot water and other <br />renewable load side approaches) in the program that will result in a whole building, comprehensive <br />reduction in energy demand through an integrated energy efficiency and photovoltaic system offering is <br />also proposed. <br /> <br />SEI Team (the "contractor") Tasks: <br /> <br />To conduct the Solar Cities Program (SCP) planning process, SEI will work with City staff to: <br /> <br />Data Gathering Phase: <br /> <br />1. The Contractor shall conduct information gathering meetings with community stakeholders to <br />determine local resources, interests, needs, challenges, and opportunities. Stakeholders include; <br />community residents, City staff and officials, commercial property owners and other business leaders, <br />new home developers, local architects, engineers, design professionals, and the solar industry <br />community. The Contractor shall help guide the process, provide initial concepts and approaches as a <br />starting point for consideration, and flesh out program approaches as they develop in collaboration with <br />the participants to create a custom-designed, community-wide solar buying program. <br /> <br />P Conduct a community solar readiness assessment survey, identify key stakeholders, and <br />survey the needs and to identified favorable program approaches and incentives, <br />P Develop draft SCP goals, targets, and objectives and evaluation measures, <br />P Develop draft SCP strawman along with costs and benefits for both the user and community, <br />P Incorporate sustained, orderly development and commercialization principles to the SCP <br />process and program, <br />P Identify incentive programs, funding mechanism, and financial/environmental incentives <br />supportive of the program <br /> <br />2. There shall be at least one data gathering stakeholder group meeting, to review strawman <br />proposal and obtain input. The meeting invitees would include: <br />i. City staff <br />ii. Business leaders and professionals <br />iii. Solar industry representatives <br />iv.
