<br />3. City staff shall assist in meeting organizational logistics, such as assistance in providing meeting <br />space. The Contractor shall work with City staff to identify local stakeholders and assist in developing <br />publicity to inform the public. As a starting point for discussion, the Contractor shall present <br />recommended approaches for different market segments that are appropriate for the community. <br /> <br />I. In the event surrounding jurisdictions desire a similar program, one meeting using the same <br />approach will be conducted to obtain stakeholder input. <br /> <br />Analysis and Report: <br /> <br />1. The Contractor shall analyze the input from the stakeholder's meetings and adjust the starting <br />point program approach for the initial key market segments: <br /> <br />I. Existing Residential Retrofits <br />II. Existing Commercial <br />lll. City Owned Facilities <br /> <br />The Contractor shall revise and more fully develop the strawman proposals in to a fleshed out SCP <br />project proposal. <br /> <br />The final report will also include the preliminary conceptual planning, recommendations, and <br />estimated program costs for the "Phase 2" market segments: <br /> <br />i. New Residential Developments <br />II. New Commercial <br /> <br />2. Each initial key market sector shall be analyzed for opportunities, for example: aggregating the <br />demand for solar systems and negotiating reduced prices for solar installations; economic and technical <br />consulting assistance to help commercial entities evaluate solar opportunities and financial resources; <br />technical consulting and project management assistance to help design, procure, and implement <br />complete solar systems on public facilities, and educational outreach. Incentives may include giving <br />solar projects priority in approval plan check process (CEEP), shorter schedules, quicker permits, <br />defeiment of fees, etc. Preliminary conceptual planning, recommendations will be provided for the <br />Phase 2 market segments. <br /> <br />3. The Contractor shall consolidate the findings and report on a custom designed program for the <br />City based on stakeholder input and Contractor recommendations. The report shall provide a detailed <br />implementation plan, budget, staffing requirements, and proposed implementation consultant Statement <br />of Work to allow for the efficient and effective implementation of the final, approved Solar Livermore <br />Program and Solar Pleasanton Program. <br /> <br />4. In the event other surrounding communities desire a similar program, optional reports shall be <br />developed for each community. To economize on the study, the program approach shall duplicate as <br />much of the Solar Cities Program elements as possible while still being compatible with the needs, <br />resources, and local stakeholder input of the involved communities. Each of the optional reports shall be <br />stand alone documents.
