The Contractor review resources of CEC and other <br />organizations to identify other programmatic and financial support. <br /> <br />Existinl!: Commercial: <br /> <br />Commercial PV applications are larger, typically have lower transactional costs, and may use economies <br />to scale to justify custom designs. A City program can assist the existing commercial sector by <br />providing technical assistance in evaluating solar potential and help the customer navigate the process of <br />selecting a suitable system type and installation contractor. SEI can assist the Solar Cities Program to <br />provide economic analysis spreadsheet for commercial clients with their rate schedule and usage to <br />determine costs and benefits. Technical assistance and training opportunities can be provided on <br />financing tools that add value, such as Federal and State tax credits, depreciation methods, and <br />renewable energy credits (green tags). Rebates and other financial incentives will be explored with an <br />exhaustive evaluation of proven and available financial strategies and local needs. <br /> <br />The Contractor will identify front end feasibility self evaluation decision tools easily accessible for <br />considering alternative strategies for commercial developers and will identify methods for providing <br />increased benefits for repetitive commercial projects (office/industrial parks, franchises, etc.). <br /> <br />New Commercial: <br /> <br />A new commercial program will have many of the same features as the existing commercial segment, <br />particularly the technical and financial advisory role, and process issues in common with new residential <br />developments. The Contractor will work with City Planning staff to develop preliminary conceptual <br />planning on the issues of incentives and or requirements, similar to the new residential developments, to <br />include PV in facility design and construction as well as incentives to encourage local architects and <br />project developers to provide PV and Building Integrated PV (B1PV) design input at the early design <br />stages. Educational programs for design professionals to ensure that the entire project team is ready and <br />able to support the implementation ofPV systems through appropriate specifications and construction <br />documents and are able to incorporate PV in a cost-effective way can also be developed in future phases <br />and offered, perhaps in conjunction with incentive/requirement programs. <br /> <br />Technical and program assistance could be offered to developers on appropriate PV and building <br />integrated PV components, system design, installation techniques, construction procurement and <br />planning, as well as dealing with the incentive programs.
