<br />The acquisition is contiguous with Park District property on the east and the west, resulting in a <br />connection of these two existing portions of Pleasant on Ridge Park. The property grants <br />panoramic views of the San Ramon Valley, the cities of Pleasant on and Dublin, the Livermore <br />area, and Mt. Diablo. <br /> <br />The acquisition of this acreage will provide an important habitat linkage between publicly <br />owned parcels, will create a protected wildlife corridor in this urbanized region, and will provide <br />essential trail access to the northern end of Pleasant on Ridge Regional Park. Additionally, the <br />acquisition of this land would prevent it from being developed into a home site. <br /> <br />The review of the proposal by the Advisory Committee involved a submittal package and a <br />presentation by the EBRPD, and input from the staff assigned to attend the Advisory Committee <br />meetings, Committee members, and members of the public in attendance. <br /> <br />General Plan <br /> <br />Staff believes that the proposal is consistent with several goals, policies, and programs of the <br />General Plan Land Use and Conservation/Open Space Elements: <br /> <br />Fundinf! <br /> <br />The grant proposal from EBRPD requests $200,000 of the fund to be used toward the purchase <br />of the property. The total project costs are $930,000, with $790,000 being secured by other <br />funding sources as noted in the attached project application (Exhibit A). Although the location <br />of the subject property is within the County's jurisdiction, the grant funds are being requested <br />from the Pleasanton portion of the settlement. The method of fund usage is based 'on the <br />boundaries established in the settlement and the assessment of what jurisdiction(s) would most <br />benefit from the proposal. In this case, the project is located within the Pleasanton boundary, <br />and it would be the main beneficiary of the proposed acquisition. <br /> <br />The award of the grant funds ($200,000) to EBRPD for the acquisition of this property would <br />leave approximately $573,459.89 remaining in the Pleasanton portion of the settlement fund as <br />of the July 28, 2006 calculations. <br /> <br />Propertv Ownership <br /> <br />Currently the property is owned by four individual parties, each having varying percentages of <br />undivided interest in the property: Swartz (20%), Lehne (45%), Roberts (15%), and Bulter <br />(20%). When the acquisition is complete, the property would be owned by the EBRPD (80%) <br />and Larry and Juanita Butler (20%) as tenants in common. The percentage of undivided interest <br />in the property for the Butlers is not changing from the pre-acquisition amount. <br /> <br />SR 06:250 <br />Page 4 of 5 <br />
