<br />In 2004 the Advisory Committee began accepting grant applications for projects that would meet <br />the mission of the Advisory Committee and the intent of the settlement agreement. The <br />agreement requires the Advisory Committee to designate an entity; the EBRPD would be the <br />assigned entity for this project, to be responsible for carrying out the acquisition. The grant <br />process ensures this requirement is satisfied at the time of proposal review. <br /> <br />Grant Proposal <br /> <br />In July 2006, the East Bay Regional Park District (EBRPD) submitted a grant request to the <br />Advisory Committee for review and consideration. The grant would enable the acquisition of <br />land to expand the established open space boundary and to preserve critical habitat and wildlife <br />corridors. The Advisory Committee has reviewed the proposal based on its merit and its public <br />benefit. <br /> <br />At that Advisory Committee meeting, the City of Pleasant on representative on the Advisory <br />Committee, Mayor Hosterman, and members from Sierra Club and the Board of Supervisors <br />unanimously agreed to bring the proposal to the affected jurisdictions for Council determination <br />on the settlement agreement criteria and authorization of the payment of funds. Upon the <br />outcome of the Council meeting the Advisory Committee will reconvene to take the appropriate <br />action on the grant proposal. <br /> <br />In accordance with the settlement agreement, the organizations affected by the proposed project <br />need to determine that the recommendations for the expenditure are consistent with the <br />settlement agreement and to authorize the County to release the appropriate funds to the grantee. <br /> <br />DISCUSSION <br /> <br />The Propertv <br /> <br />The EBRPD proposal for the acquisition of the Tehan Falls property is 103 acres of open space <br />located to the northeastern area of Pleasant on Ridge Park, approximately one mile west of <br />Foothill Road, in unincorporated Alameda County. The addition of this property will bring the <br />total acreage of the park to nearly 5,000 acres. <br /> <br />The property consists of rolling and steeply sloped terrain and contains Tehan Falls, a seasonal <br />waterfall that is a significant feature of the property. Given the sensitive riparian habitat and a <br />wildlife corridor that the property provides with its mixed of oak woodland, bay-oak riparian <br />corridor, mixed chaparral, and grass land, the property provides habitat for the Alameda <br />whipsnake, California tiger salamander, and California red-legged frog. Other species supported <br />by the property's habitat include mountain lion, bobcat, deer, golden eagle, and other raptors. <br /> <br />SR 06:250 <br />Page 3 of5 <br />
