<br />Advisorv Committee Recommendation <br /> <br />The Advisory Committee recommends that the Council review the grant proposal for EBRPD as <br />required by Section 7.4.4 of the Altamont Settlement Agreement. This section states that <br />affirmative action on the recommendations shall be required by the Board of Supervisors and the <br />Pleasanton City Council for the expenditures in the western area. Once the Council has taken <br />action on this grant proposal, the Advisory Committee will reconvene to vote on the <br />recommendation that will be forwarded to the County. Both bodies shall take action on the <br />recommendation within sixty (60) days of the Advisory Committee's submission. <br /> <br />The cities and County shall determine only whether the recommendations are consistent with the <br />criteria set forth in Subsection 7.4.2, which outline the following project criteria: First priority <br />for the acquisition of land should go to land having significant value for preservation of native <br />biological diversity and/or wildlife habitat, and second priority ofland acquisition should go to <br />properties having significant value for visual character and/or non-motorized recreation. In <br />addition to the desired land value as described above, a land acquisition proposal cannot be a <br />requirement set forth as a condition of approval or where such acquisition would otherwise <br />directly facilitate development of open space. Staff believes that these criteria are met with <br />EBRPD's proposal for acquisition ofthe Tehan Falls property. <br /> <br />FISCAL IMPACT <br /> <br />The source of funding for this program is through a fee collection process based on tonnage <br />entering the Altamont Landfill allocated to the Altamont Settlement Agreement, Open Space <br />Account.
