Resolution No. 92-104 <br />Page Two <br /> <br />WHEREAS, <br /> <br />staff has since completed the requested report entitled <br />"Public Use and Maintenance of Trails, Open Space, and <br />Landscape Areas Report." <br /> <br />WHEREAS, <br /> <br />policies and standards contained in the Report are <br />provided below. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: <br /> <br /> The following policies and standards governing the <br />public use and maintenance of trails, open space,.and <br />landscape areas in Pleasanton are hereby adopted: <br /> <br />Policies: <br /> <br />Acquire (or assist in the acquisition by others <br />of) public access easements to facilitate a system <br />of trails in Pleasanton as provided in the <br />Pleasanton General Plan Land Use Map, Zone 7 Trail <br />Master Plan, and East Bay Regional Park District <br />Trails Plans, currently approved and conditioned <br />subdivisions, the plan for the Foothill Road area <br />between Dublin Canyon Road and Bernal Avenue, and <br />future trails plans for areas of outstanding <br />recreational value which may from time to time be <br />adopted or amended by the city. Trails within <br />easement areas should either generally be <br />maintained by the City, or if acquired by another <br />public agency, then in accordance with the <br />policies of such agency. <br /> <br />Site trails in such a way as to minimize their <br />impacts on private property and homes. <br /> <br />Publicly acquire fee title to accessible open <br />space lands: 1) that have been determined to have <br />considerable public recreational value either <br />because it is contiguous to existing or potential <br />open space park lands or has unique or <br />considerable resource value; 2) where operational <br />costs can be met; and 3) where significant <br />potential health or safety hazards do not exist. <br />Maintenance of City acquired open space should <br />generally be the responsibility of the City. <br />Maintenance of open space acquired by another <br />public agency should be in accordance with the <br />policies of such agency. <br /> <br /> <br />
