CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 92-104 RESOLUTION ESTABLISHING POLICIES AND STANDARDS GOVERNING THE PUBLIC USE AND MAINTENANCE OF TRAILS, OPEN SPACE AND LANDSCAPE AREAS IN Pr~ASANTON WHEREAS, on September 16, 1986 the Pleasanton City Council adopted a resolution updating the Pleasanton General Plan which includes a variety of goals and policies for the future development of the City. WHEREAS, Goal-1 of the General Plan Land Use Element, and Goal-4 of the Conservation and Open Space Element guide the City toward, among other things, the preservation and planning of trails and open space as follows: "Preserve open space areas for the protection of public health and safety, the provision of recreational opportunities, the production of natural resources and the physical separation of Pleasanton from neighboring communities. Explore methods of preserving open space including fee purchase, conservation and scenic easements, transfer of development rights, Williamson Act contracts, open space zoning categories, etc. Achieve a complete park and recreational open space system within the Planning Area. Provide sufficient open space to accommodate existing and future needs of residents, workers and visitors for outdoor recreational activities. Prepare a City-wide Park Master Plan in order to develop a system of neighborhood, community and regional parks. Develop a system of bicycle, equestrian and hiking trails to provide connections between major activity areas such as schools, parks and shopping districts." WHEREAS, on May 21, 1991, the City Council concluded that staff should prepare a comprehensive report recommending specific Citywide policy guidelines regarding the use and maintenance of trails, open space, and landscaping.
