CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 92-104 <br /> <br />RESOLUTION ESTABLISHING POLICIES AND STANDARDS <br />GOVERNING THE PUBLIC USE AND MAINTENANCE OF TRAILS, <br />OPEN SPACE AND LANDSCAPE AREAS IN Pr~ASANTON <br /> <br />WHEREAS, <br /> <br />on September 16, 1986 the Pleasanton City Council <br />adopted a resolution updating the Pleasanton General <br />Plan which includes a variety of goals and policies for <br />the future development of the City. <br /> <br />WHEREAS, <br /> <br />Goal-1 of the General Plan Land Use Element, and Goal-4 <br />of the Conservation and Open Space Element guide the <br />City toward, among other things, the preservation and <br />planning of trails and open space as follows: <br /> <br />"Preserve open space areas for the protection of <br />public health and safety, the provision of <br />recreational opportunities, the production of <br />natural resources and the physical separation of <br />Pleasanton from neighboring communities. <br /> <br />Explore methods of preserving open space including <br />fee purchase, conservation and scenic easements, <br />transfer of development rights, Williamson Act <br />contracts, open space zoning categories, etc. <br /> <br />Achieve a complete park and recreational open <br />space system within the Planning Area. <br /> <br />Provide sufficient open space to accommodate <br />existing and future needs of residents, workers <br />and visitors for outdoor recreational activities. <br /> <br />Prepare a City-wide Park Master Plan in order to <br />develop a system of neighborhood, community and <br />regional parks. <br /> <br />Develop a system of bicycle, equestrian and hiking <br />trails to provide connections between major <br />activity areas such as schools, parks and shopping <br />districts." <br /> <br />WHEREAS, <br /> <br />on May 21, 1991, the City Council concluded that staff <br />should prepare a comprehensive report recommending <br />specific Citywide policy guidelines regarding the use <br />and maintenance of trails, open space, and landscaping. <br /> <br /> <br />
