2.4 Bulletin Boards <br /> <br />(~) <br /> <br />(2) <br /> <br />The PCEA may use portions of City bulletin boards under the <br />following conditions: <br /> All materials must receive the prior approval of the <br /> Personnel Officer. <br /> <br />Ail materials must be dated and must identify the organization <br />that published them. <br /> <br />Use of City Buildings <br /> <br />City buildings and other facilities may be made available for use <br />by City employees or the PCEA or its representatives in accordance <br />with such administrative procedures as may be established by the <br />City Manager or his/her designated representative. <br /> <br />2.6 <br /> <br />Advance Notice <br /> <br />Except in cases of emergency as provided below in this subsection, <br />the PCEA, if affected, Shall be given reasonable advance written <br />notice of any ordinance, resolution, rule or regulation directly <br />relating to matters within the scope of representation proposed to <br />be adopted by the City and shall be given the opportunity to meet <br />with the appropriate management representatives prior to adoption. <br /> <br />In case of emergency whichthe foregoing procedure is not practical <br />or in the best public interest, the City may adopt or put into <br />practice immediately such measures as are required. <br /> <br />At the earliest practicable date thereafter the PCEA shall be <br />provided with the notice described in the preceding paragraph and <br />be given an opportunity to meet with the appropriate management <br />representatives. <br /> <br />Section 3. No Discrimination <br /> <br />Neither the City, the Associatiofl, nor any person employed by them <br />shall discriminate against any employee, or applicant for <br />employment because of race, color, religion, sex, national origin, <br />age, medical condition, pregnancy, marital status or handicap, <br />except where such factors are determined to be a bona fide <br />occupational qualification. Furthermore, the City shall not <br />discriminate against any employee because of legitimate employee <br />organization activities. <br /> <br />- 6 - <br /> <br /> <br />
