<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />In June 2001, the City Council approved an agreement with Group 4 Architecture Research + <br />Planning, Inc. to prepare a Civic Center Site Master Plan for the approximately 13-acre civic <br />center site including the 3.3-acre site located adjacent to Old Bernal that is currently owned <br />by the City and County of San Francisco. <br /> <br />The project included an analysis of traffic circulation, parking needs (including the potential <br />for a parking structure if necessary), safe and comfortable pedestrian pathways between City <br />facilities as well as to Main Street, a space needs analysis and estimated budget for a new <br />city hall office building, reservation of space for an expansion of the Pleasanton Library and <br />a recommendation regarding the retention or removal of the 123 Main Street and 200 Old <br />Bernal buildings. <br /> <br />In October 2004, the City Council expressed its interest in focusing its attention on <br />addressing library space needs prior to making a decision regarding the entire civic center <br />site. This decision was based on the fact that a decision regarding the potential expansion, <br />relocation or reuse of the Pleasanton Library is critical to the eventual outcome of the Civic <br />Center Master Plan. In addition, the Council wanted to review the library space needs study <br />prepared by Kathryn Page Associates, in cooperation with the Library Commission. <br /> <br />In March of 2006, the City Council reviewed the space needs study and authorized staff to <br />circulate a Request for Qualifications (RFQ) for professional services to conduct a technical <br />study related to library facility expansion. Staff conducted the RFQ process, which is <br />culminating in this recommendation to award a contract. <br /> <br />DISCUSSION <br /> <br />A total of 15 proposals were received in response to the City's RFQ. Of these, five were <br />identified as fully qualified and were analyzed by a staff review team. Of this group, three <br />firms made presentations to the Library Commission at its meeting of July 27. Following <br />the presentations, the Commission identified Field Paoli as the most qualified firm and <br />recommended staff negotiate a service agreement for Commission review. The draft <br />agreement (Attachment A), was presented to the Commission at its meeting of September <br />14 and the Commission took action recommending it be approved by the City Council. <br /> <br />The primary work product of the study is preparation of a report detailing the potential for <br />expanding the current library. This report will provide a recommendation regarding a <br />preferred site plan, estimated facility expansion costs based on generally accepted pricing <br />standards and a preference for a new or expanded facility.
