<br />Task 1 - Provide a structural analysis of the facility and individual components <br />including structural integrity, electrical system assessment, ADA issues, heating and <br />ventilation, code compliance, etc. <br /> <br />Task 2 - Conduct a site analysis to determine significant site issues that facilitate or <br />discourage expansion on the site. <br /> <br />Task 3 - Review the civic center site to determine if another site is more suitable for <br />a new library facility. <br /> <br />Task 4 - Provide two conceptual site/facility designs with cost estimates. <br /> <br />Task 5 - Submittal of a final report. <br /> <br />The agreement is drafted in this manner that enables staff to closely monitor project work <br />and to stop or redirect work in the event information is revealed that requires modification <br />of the work plan. As an example, if the structural analysis conducted in Task 1 reveals that <br />expansion of the facility is not feasible, staff will need to report this information to the <br />Library Commission and the City Council with a recommendation regarding focusing <br />attention on a new facility. The study should be completed in Spring 2007. <br /> <br />In addition, the agreement includes an optional Task 6 (See Exhibit B to the agreement), <br />involving a space plan and conceptual architectural design. While this was not part of the <br />original project scope, staff is recommending its inclusion to secure pricing at this time and <br />to put the City in a better position to proceed if appropriate. However, as indicated in the <br />agreement, this task will not be pursued unless the Library Commission and staff determine <br />this preliminary design work is warranted. Similar to the issue above, the Commission may <br />determine that the additional site work is required prior to beginning any work related to <br />conceptual design and this option facilitates this process. Staff recommendation requires the <br />City Manager to approve this task prior to the commencement of work. <br /> <br />All work completed on this project will be based on results of the library space needs study <br />prepared by Kathryn Page Associates which identified a range of facility and service needs <br />to be provided in a 72,000 square foot facility. If the City were to proceed with the actual <br />design of a new or expanded library, the results of the space needs study will be fully <br />analyzed and evaluated in terms of desired library service levels, space planning and project <br />costs. As a result, a new or expanded facility may end up being less than the 72,000 square <br />feet identified in the Page study. <br /> <br />As indicated in Attachment B to this report, Field Paoli is a full service architectural firm <br />located in San Francisco with significant experience related to the design of new and <br />expanded libraries. Further, the consultant team is well versed in this area and in a position <br />to effectively provide information required for the study. <br />SR:06:232 <br />Page 3 <br />
