<br />addition on the front of the house, the additions would be located on the rear or on the rear half of <br />the sides of the home. <br /> <br />Therefore, staff finds that the applicable Downtown Specific Plan's and Design Guidelines' <br />design goals and policies have been met. <br /> <br />ZONING ADMINISTRATOR HEARING <br /> <br />The application was reviewed by the Zoning Administrator at a public hearing held on June 15, <br />2006. Detailed information on this meeting is provided by the attached minutes. Peter Shutts <br />and Finlay Boag (the applicants), Dustin Boyce (4546 Second Street), Grace Lutman (4524 <br />Second Street), and Joseph Hernan (4582 Second Street) attended the hearing. At the hearing, <br />Mr. Boyce expressed concerns with the massing of the proposed project, indicating that most of <br />the massing comes from the roof changes at the rear of the home. He indicated that the home sits <br />on top of a hill without screening so that the additions would be very visible to the neighbors and <br />along Second and East Angela Streets. While Mr. Boyce acknowledged the house design is <br />attractive, he felt it was also a very large house. Mr. Hernan and Ms. Lutman indicated their <br />support of the proposed project. After hearing all public testimony, the Zoning Administrator <br />made the variance findings and approved the applications. The Zoning Administrator indicated <br />that the additions were attractive and compatible with existing home and neighborhood. In <br />addition, the Zoning Administrator also felt that the roof modification would enhance the design <br />of the home. The Zoning Administrator approved the applications as recommended by staff, but <br />modified the construction hour condition as discussed above. <br /> <br />PUBLIC NOTICE <br /> <br />Notices regarding the appeal and related public hearing were mailed to property owners and <br />tenants within 1,000 ft. of the subject property. At the writing of this report, staff has not <br />received any new comments from any of the adjacent property owners or tenants. <br /> <br />The applicants have submitted a petition (attached) signed by adjacent and nearby neighbors <br />supporting the proposal. <br /> <br />ENVIRONMENTAL ASSESSMENT <br /> <br />Projects of this nature are categoricalIy exempt from the requirements of the California <br />Environmental Quality Act (CEQA), (Class 1, Section 15301(e), "Additions to existing <br />structures," and Class 5, Section 15305, "Minor Alterations in Land Use Limitations"). <br />Therefore, no environmental document accompanies this report. <br /> <br />SR:06:221 <br />Page 6 <br />
