This data was used to determine whether the intersection meets the state and federal <br />guidelines for installation of an all way stop. Additionally, a field review was conducted to <br />evaluate visibility and other existing conditions. From the data collected, staff determined that <br />the intersection of Woodthrush Road at Blackbird Way/Skylark Way does not meet the <br />standards for installation of an all way stop; however, a two-way stop is justified for the <br />following reasons: <br /> <br />1. Both Woodthrush Road and Blackbird are residential collector type streets (although the <br />volume on Blackbird is significantly lower than Woodthrush Road at this intersection). <br />The pattern of stop signs on these two streets have intersection control at each 4-legged <br />intersection, giving the driver the perception that the same type of control is present at this <br />intersection. Staff recommends installation of a two-way stop at this 4-legged intersection <br />to maintain consistency in traffic control along these two streets. <br /> <br />2. The last reported collision at this intersection occurred on 5/6/2004 and failure to yield <br />right-of-way was the primary cause of collision. Since there are currently no stop signs at <br />this intersection, the normal right-of-way rules are that motorists approaching from any <br /> <br />SR 06:222 <br />Page 3 of 4 <br />
