<br />direction are required to yield to vehicles already in, or just entering, the intersection. <br />During the field investigation, staff identified several skid marks in the intersection. This <br />may be a byproduct of hard breaking stops, and an indication that the normal right-of-way <br />rules may not be working at this intersection. Staff recommends installation of a two-way <br />stop at this 4 legged intersection to provide clarity in vehicular right-of-way. <br /> <br />The Federal Highway Administration recommends that at a proposed two-way stop location, <br />the street carrying the lower volume of traffic should be controlled by stop signs. This <br />minimizes the total delay to traffic. At this intersection, the volume of vehicles on <br />Woodthrush Road is about 1,100 vehicles per day, and the volume on Blackbird Way/Skylark <br />Way is about 200 vehicles per day. Based on these volumes, staff recommends that stop signs <br />be placed on Blackbird Way and Skylark Way. <br /> <br />FISCAL IMPACT <br /> <br />Installation of stop signs, pavement stop legends, and pavement stop bars are estimated to <br />have a total cost of $500.
