<br />· Renaming "Fire Hazards" to "Fire and Emergency Response," renaming the first section as <br />"Urban Fire Hazards" and updating the text; renaming the second section as "Wildfire <br />Hazards" and updating the text including information relating to data now available <br />through the Association of Bay Area Governments; renaming the third section as "Fire <br />Hazard Protections," clarifYing and updating text including information related to the <br />consolidation of the Livermore and Pleasanton Fire Departments in 1996, information <br />related to a change in the description of response time for Fire personnel, and adding a new <br />Table V-2; clarifying and updating information under Fire Prevention; and adding a new <br />Emergency Medical Response section. <br /> <br />· Renaming "Flood Hazards" to "Flooding and Inundation," clarifYing and editing <br />background information including the addition of new Background Information section; <br />adding information about the Federal Insurance Administration and updating acres ofIand <br />under flooding in a new Flood Hazard Zones section; moving most information about flood <br />control and the National Flood Insurance Program to the Conservation and Open Space and <br />to the Public Facilities elements, renaming the "Public Resources for the Mitigation of <br />Flood Hazards" section to "Flood Control Efforts" section, and updating information on the <br />area's flood channel improvements for this section using Zone Ts Stream Management <br />Master Plan; and adding a new Dam Failure Inundation section including the clarification <br />of information. <br /> <br />· Rewriting and updating the Hazardous Materials background section to include <br />information about hazardous wastes, petroleum and other pipelines, and about the risks <br />associated with hazardous materials transported by railroads and surrounding freeways. <br /> <br />· Adding two new sections with additional detail under Hazardous Materials, including <br />Regulatory Agencies, which discusses the regulation of hazardous materials/wastes, and <br />Alameda County Hazardous Waste Management Plan, which discusses the plan. <br /> <br />. Updating the Aviation Hazards background section to include information about <br />Livermore's recent draft Airport Master Plan update, including airport protection and <br />referral zones, and recent legislation relating to the "airport influence area." This section <br />also deletes reference to a heliport in Hacienda Business Park because the heliport site has <br />now been developed. <br /> <br />· Under Emergency Operations, updating this information to reflect current requirements and <br />the City's Emergency Management Plan, adding a new Table V-3 Critical Facilities and its <br />revised Figure V-II, adding a new Table V-4 Private and Public Utilities Emergency <br />Resources, and adding a discussion about the Community Emergency Response Team <br />(CERT) and Local Emergency Action Plan (LEAP) programs. <br /> <br />Attachments 1 and 2 incorporate the following recommended changes to the Goals, Policies and <br />Programs in the Draft Public Facilities and Community Programs Element: <br /> <br />· Rewriting all of the Goals to delete the extraneous "to." <br /> <br />SR 06:209 <br />Page 3 of6 <br />
