Seismic Safetv

. Rewriting Program 1.2 to better explain identified active faults and adding new Program
1.3 to prohibit construction of habitable structures within 100 feet of inferred faults.

. Updating Program 2.1 to conform to the new Figure V-3: Relative Intensity of
Groundshaking.

. Editing Program 2.2 for accuracy.

. ClarifYing Policy 4 to explain which structures are "susceptible" to seismic hazards.

. Deleting Program 4.1 because the City does not keep a list of structures in potentially
hazardous seismic areas. Most properties within the City limits would be on the list.

Geologic Hazards

· Updating Programs 5.1, 5.2, and 5.5, to be consistent with new definitions of hazards.

. Updating Policy 6, and Programs 6.1 and 6.4 (former Program 6.5) to be consistent with
new definitions of hazards, and combining previous Programs 6.1 and 6.2 into revised
Program 6.1.

. Adding new Program 6.5, addressing the City's current policy for the use of Geological
Hazard Abatement Districts (GHADs). This replaces the existing Program 7.4.

. Adding new Program 6.6 to prohibit major grading in unstable areas where slopes are 25
percent or greater.

. Updating Program 7.1. regarding a list of qualified engineers.

. Deleting Program 7.6 as the State is taking the lead in collecting and disseminating the
information that would be gathered under that program.

Fire Hazards and Emergencv Response

. Renaming section to Fire Hazards and Emergency Response; revising Goal 3 to reference
the environment; and adding new program 8.4 to invest in new emergency equipment.

. Deleting Policy 9 and Program 9.1 that address the annexation of unincorporated pockets,
because the residents do not appear interested in incorporation, and the annexation issue is
better addressed in the Land Use Element.

. Amending Policy 9 (former Policy 10) to reflect the current Fire response standard and
Program 9.3 (former Program 10.3) to address the changing needs for fire services and
facilities, rather than new fire station needs. Adding new Program 9.4 to help implement
Policy 9.

. Updating Policy 12 (former Policy 13) and Programs 12.1, 12.2, and 12.5 (former
Programs 13.1, 13.2 and 13.6); adding new Programs 12.3, 12.4, 12.6, and 12.7; and
deleting former Programs 13.3-13.5, and 13.8 all to reflect current fire mitigation
standards.

SR 06:209
Page 4 of6
