The Draft Public Safety Element is shown in Attachment <br />1 (Redlined) and Attachment 2 (Clean Copy with Graphics) <br /> <br />PLANNING COMMISSION ACTION <br /> <br />The Planning Commission reviewed the Draft Public Safety Element at two meetings, on July 27, <br />2005 and on June 28, 2006. The Planning Commission recommended numerous changes to the <br />Draft as noted in the minutes of the meetings (Attachments 3 and 4). These changes are reflected <br />in the Draft Element as shown in Attachment 1 and Attachment 2. <br /> <br />PUBLIC INPUT <br /> <br />Subsequent to the Planning Commission hearing on June 28, 2006, James Paxson, representing <br />the Hacienda Owners Association, contacted staff and expressed concern that the Policies and <br />Programs related to disaster preparedness did not specifically address disaster planning and <br />coordination with businesses and the large number of employees that are in Pleasanton. Staff <br />drafted Programs 22.2, 22.3 and 22.4 to address these concerns. <br /> <br />SUMMARY OF RECOMMENDED CHANGES TO THE 1996 PUBLIC FACILITIES ELEMENT <br /> <br />In summary, the proposed changes to the background text include: <br /> <br />· General editing, updating, and reorganizing of background material from the 1996 General <br />Plan. <br /> <br />. Renaming "Geologic Hazards" to "Geology and Seismicity." <br /> <br />· Clarifying and reorganizing Geologic Setting including the moving of Landslides and <br />Expansive Soils setting discussions into Geologic Setting, and updating and including <br />Table V-I, Landslide Zones. <br /> <br />· Updating SeismiclEarthquake Setting to discuss earthquake probabilities, which is a more <br />current method of estimating earthquake risk; moving general geologic setting information <br />from this section into the Geologic Setting; updating and adding more detailed information <br />on groundshaking, earthquake-related landslide, liquefaction, and lateral spreading <br />discussions; reorganizing this section by moving Liquefaction before Lateral Spreading; <br />and adding a subsection called Other Seismic Hazards. <br /> <br />· Updating and clarifying discussion on Earthquake Fault Zones; adding discussion on <br />"inferred" faults, and on setbacks from known and inferred earthquake faults. <br /> <br />. Deleting "Impact Projections and Mitigations" and Non-Earthquake Related Geologic <br />Hazards" sections and replacing with a new Geologic Hazards section that includes the <br />following subsections: Landslides, Expansive Soils, Geologic Hazard Abatement District, <br />and Earthquake Impacts; updating and clarifying information in each of the aforementioned <br />subsections including a description of Geologic Hazard Abatement Districts which are new <br />since the 1996 General Plan; and moving all setting information from this section into <br />either the Geologic Setting or the Seismic/Earthquake Setting, as appropriate. <br /> <br />SR 06:209 <br />Page 2 of6 <br />
