submits requests for General Plan Amendments, PUDs, vesting tentative maps, or rezoninS
<br />which altogether comprise ten or more dwelling units to be built within a one-quarter mile radius
<br />of any point, there shall be a requirement for voter review of all approvals of such requests when
<br />the cumulative number of approved dwelling units is ten or more.
<br />
<br />Program 10.2 shall be added following Program 10.1.

<br />New Program 10.2. Any legislative action that changes the zoning of more than two acres of
<br />contiguous open space, that is, land zoned by the General Plan as agricultural and grazing, rural
<br />density residential, parks and recreation, public health and safety, or a combination of these uses
<br />with any other use to a non-open space use, shall not be permitted without the prior approval of
<br />the voters of Pleasanton.

<br />The paragraph entitled Busch Property, located on page II-10 of the General Plan of August 6,
