<br />foot setback from the private road to provide some room for landscape screening between the <br />house and the private road. <br /> <br />. The DDA for Lot I has a 20-foot setback from its southeastern property line (next to the <br />Roberts parcel). Depending on how the house is oriented on this lot, one could interpret this <br />area as a side or rear yard. The Specific Plan would require a 20-foot minimum setback for a <br />side yard and a 40-foot minimum setback for a rear yard. In order to allow this area to be <br />considered a side yard, the applicant has indicated that he will change the guidelines to <br />specifY that that the "front" of the house has to face Old Vineyard Avenue. The applicant <br />will also add this language for Lot 2. Staff finds the applicant's proposal to be acceptable. <br /> <br />. The DDA for Lots I and 3 extend into the slope banks above the graded flat pads for these <br />lots. Staff recommends that the DDAs for these lots be reduced to end at the base of the <br />slope banks. Since the applicant is concerned with losing building area for Lot 3, staff <br />believes it would be acceptable to enlarge the DDA by approximately 5 feet along the <br />northeastern side of the DDA, provided trees would not be impacted. <br /> <br />. Staff recommends that an enlarged site plan be provided in the guidelines for each lot with <br />the Designated Development Area, height and story limits, and maximum house size <br />specified. <br /> <br />Grading <br /> <br />. The guidelines indicate that minor finish grading to achieve the approved landscape plan is <br />permitted outside of the DDA. Since this standard is subject to interpretation (e.g., an <br />individual could believe that adding a few feet of fill in the open space area is considered <br />"minor finish grading"), staff recommends that the applicant clarifY this standard since staff <br />believes that grading should be generally prohibited in the open space areas. <br /> <br />Driveways and Parkine: <br /> <br />. To reduce impervious surfaces, staff recommends that the guidelines encourage the use of <br />permeable paving, pavers or brick laid on sand, etc. for driveways and uncovered parking <br />spaces. <br /> <br />Fencing and Walls <br /> <br />. The guidelines state that the maximum fence heights shall comply with City standards. <br />Since City height limits vary for fencing, staff recommends that the applicant propose <br />specific height limits for the various fencing types that are proposed. <br /> <br />Page -11 <br />
