Provosed Code Amendment

The Planning Commission has asked that staff develop an ordinance which would provide fire
sprinkler requirements that are similar to those currently in place in the City of Livermore and
other communities. Attachment 2 provides a comparison of residential fire sprinkler
requirements found in other communities in close proximity. The Planning Commission
recommends that the Pleasanton Municipal Code be amended to include the following:

I. All new residential construction would be required to have sprinklers regardless of size or
type: second units, single-family homes, townhomes, condominiums, etc.

2. All new commercial, office, and industrial buildings would be required to have sprinklers
regardless of size, type of construction, or building use.

3. All additions to existing residential units would be required to have sprinklers with a
future determination of an exempted square footage.

4. All additions to existing commercial, office, and industrial structures would be required
to have sprinklers; consideration could be given to exempting additions below a specified
square footage.

5. Existing residences would be required to retrofit the existing structure depending on the
size of the addition.

Process

Typically, an ordinance amendment would undergo a process which would include studying the
various issues, concerns, and impacts, conduct community outreach efforts, and may include the
opportunity for a public workshop with the Planning Commission and City Council, or both.
This process would provide important feedback to staff to amend the existing ordinance, or to
craft a new ordinance, which could include the content suggested by the Planning Commission
noted above.

Citv Council Work Plan

The City Council has an adopted Work Plan that has established City priorities and deteremined
staff resource allocations for FY 2005-2006. Preparation of a revised fire sprinkler ordinance
was not included in the City Council's Work Plan. Therefore, since work on an ordinance
amendment as proposed by the Planning Commission would involve staff resources, adding this
project to the City's Work Plan may impact other priority projects.

SR 06:205
