In the final year, the not-to-exceed limit would <br />be $480,000, with any unused funds returned each year to the General Fund. <br />A copy of the proposed contract is attached for the Council's review. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />This project provides for litter removal, turf mowing and edging, shrub and ground cover <br />trimming, and weed/insect control for 65 acres of street medians; Fire Stations 1,2, 3 & 5; the <br />Park and Ride Lot on Johnson Drive; Iron Horse Trail (between Santa Rita Road and Busch <br />Road); and care/replanting of the Main Street Color Bowls. Irrigation work is not part of this <br />contract, and would continue to be performed by Parks Maintenance Division staff. <br /> <br />The majority of the proposed work is currently being managed through two (2) separate <br />contracts with Sycamore Landscaping Corporation, at an annual cost of$321,704. Both of those <br />contracts have been in effect since September 2001, and renewed for the past four (4) years as <br />provided for in the original Agreement. <br /> <br />Staff elected to combine these services into one (1) project, including several additional items. <br />Primarily, these involve new median sites that have been constructed, but not yet accepted by <br />the Council for maintenance (Bernal Avenue, Foothill Road, Busch Road, and West Lagoon <br />Road). The expanded services would also include a higher level of maintenance at new median <br />areas landscaped with perennials (Sunol Boulevard and Parkside Drive), and Fire Station #1; <br />increased litter and trash removal in street median areas and at the Park and Ride Lot on Johnson <br />Drive; and anticipated maintenance of the Iron Horse Trail (Santa Rita Road to Busch Road). <br /> <br />Submittals for this project were opened on May 31, 2006, with a total of six (6) proposals <br />received. Interviews and discussions regarding the project scope were conducted with all six (6) <br />firms on June 26 and 27, 2006. Three (3) firms (East Bay Construction Company Corporation, <br />Forster and Kroeger Landscape Maintenance, and Loral Landscaping Corporation) were <br />eliminated based on their limited understanding of the project goals and low number of <br />projected labor hours per year. Of the three (3) remaining firms, (Sycamore Landscaping <br />Corporation, Del Conte's Landscaping Corporation, and Tree Sculpture Corporation), Tree <br />Sculpture Corporation provided the most comprehensive understanding of the project goals, an <br />organized and efficient approach to performing the work in a timely manner, streamlined <br />communications for immediate contact with field crews, and a willingness to foster a partnership <br />to accomplish the anticipated work. <br /> <br />Tree Sculpture Corporation began operations in 1971 as a tree maintenance firm.
