<br />4. <br /> <br />Reduce operating costs; <br /> <br />5. <br />public; <br /> <br />Provide superior customer service to other agencies, city departments, and to the <br /> <br />6. Provide the ability to access a wide range of voice and data communication services <br />and technological advances as they become available; and, <br /> <br />7. Explore opportunities, including an IP based interoperability and collaboration <br />system, to provide the Cities the opportunity to be fully interoperable with the voice <br />communications system for Alameda and Contra Costa Counties. <br /> <br />B. Specifically, Consultant shall: <br /> <br />1. Conduct a comprehensive evaluation of the existing equipment usage, service levels <br />and costs of the radio communications system. <br /> <br />2. Determine features and functions the new system will require to best meet the <br />objectives. Consultant shall determine regional opportunities for the Cities to partner or join the <br />existing radio communications system with other agencies to achieve the objectives. <br /> <br />3. Identify state-of-the-art and emerging wireless communication technologies, including <br />the viability of an IP based interoperability and collaboration system, which will best meet the Cities' <br />objectives. <br /> <br />4. Provide a report, which describes alternate system designs, including state-of-the-art <br />and emerging wireless communication technologies, that will best meet the Cities' objectives, and <br />describe opportunities for the Cities to partner or join with other agencies to achieve the objectives. <br />Discuss the pros and cons of each design and why the recommended option will best meet the Cities' <br />needs. Provide the measurable results the Cities can expect if they implement the recommended <br />option. For each system, include recommended equipment or staffing changes, costs associated with <br />equipment acquisition and use, and a detailed implementation strategy ofthe most efficient transition <br />approach. <br /> <br />The work to be performed is more fully set forth in Exhibit E to the Wireless <br />Communications Consulting RFP/RFQ (RFP/RFQ), attached hereto as Attachment "A," and <br />incorporated herein as though set forth in full. <br /> <br />Section 3.1 - Services Offered of the Consultant's proposal (pages 3 through 8) <br />submitted in response to the RFP/RFQ is attached hereto as Attachment "B", and is <br />incorporated herein as though set forth in full. <br /> <br />The scope of work for this Agreement does not include the tasks for Phase II identified in <br />the RFP/RFQ. Depending on the recommendations generated by Phase I, and the Cities <br />response thereto, this Agreement may be amended by mutual written agreement of the parties <br />to include Phase II work. <br /> <br />C.
