<br />The radio system is used by all City departments including public safety, public works, parks and <br />community services and paratransit. Each city is responsible for maintaining its equipment and <br />operating its dispatch center. The system is also programmed to operate on state mutual aid <br />channels and the Alameda County trunked radio system. <br /> <br />The current system is outdated, has experienced some operational issues, and due to its age, <br />upgrades are limited. As a result, the cities anticipate a need for system replacement. As part of <br />this process, the cities jointly issued a request for proposals on March 14 for consultant services <br />to study the system and make a recommendation to address current and long-term wireless <br />communication needs. As an outcome of the RFP process, the cities identified Marco <br />Corporation as the most qualified consultant to complete the project and have completed <br />negotiations on a service agreement. <br /> <br />The project is separated into two phases. Phase I involves a comprehensive evaluation of the <br />existing system including service levels/needs and operating costs and a recommendation on the <br />best way to meet the cities' current and long-term radio/wireless communication needs. The <br />deliverable will be a written report inclusive of design and technology options and a <br />recommendation regarding preferred methods for meeting needs. Phase II involves <br />implementation of a new system including assistance with design, vendor selection and system <br />installation. This later phase is optional based on review of Phase I and direction from the cities' <br />city councils. The attached agreement and fees relate to Task I only. If the cities proceed with <br />Task II, an amendment to the agreement is anticipated. Phase I is expected to be completed <br />within six months. <br /> <br />FINANCIAL IMPACT <br /> <br />The Equipment Replacement Fund includes $1.8 million from fiscal years 2008 through 2010 <br />for replacement of the radio system. Staff recommends the fund be amended to reflect <br />expenditures in this fiscal year to meet the cost of this study. In addition, based on study <br />findings, because the $1.8 is spread out through FY 2010, a budget amendment may be required <br />to assure funding is available to address system upgrades that may occur earlier than 2010. <br />Further, depending on the consultant's recommendation, the City's share may exceed the $1.8 <br />available which will require an additional amendment.
