generally used to accommodate business aircraft. While not explicitly stated at the meeting, per
Livermore's Field Services Director, the Council at this time is not supportive of corporate jets
at the airPort. It is assumed that the hangers would be located on a nine-acre parcel on the south
side of the airport. The airport manger has provided photographs of what the hangers would
generally look like (see attached).

Per Livermore's field Services Director, the additional hangers are allowed per the existing
1975 Airport Master Plan, which is vague in regard to the ultimate numbers of hangers and
FBOs allowed, so long as they can be accommodated within the existing airport boundaries and
are provided to accommodate existing demand. In his words, the main difference between the
1975 Master Plan and the recently proposed Airport Master Plan Update is that the proposed
Airport Master Plan Update details future demand and expansion needs, and includes runway
expansion, whereas the existing Master Plan is generally vague, limits expansion within its
boundaries, and does not include the recently proposed runway expansion. Both the existing
and draft Specific Plans address the needs of the airport based on projected demand, and allow
for facilities/improvements to be made to accommodate this demand. The 1975 Master Plan
only projects demand up to 1995. A comparison between many aspects of the 1975 Airport
Master Plan and the 2004 Draft Airport Master Plan Update are provided in Table 1 below.

Table 1
Comparison between the 1975 Livermore Municipal Airport Master Plan, .
Livermore Airport's Existing Status, and
2004 Livermore Municipal Airport Draft Master Plan Update

Item 1975 Existing Status* 2004
Airport Master Plan Draft Master Plan
Anticinated Demand Anticinated Demand
Number of Flights 340,000 257,500 370,000
Annually
(Existing airport
- airf~eld capacity
can handle
355,000 flights
annually)
Number of Based 500 594 898
Aircraft
Number of Annual 680 434 412
Operations per Based
Aircraft
Types of Flights -Recreation -Recreation -Recreation
-Flight training -Flight training -Flight training
-Business flying (e.g., Korean Air) (e.g., Korean Air)

Livermore Airport
Page 2
