_ ...J

pLEASANTON.
MEMORANDUM

Date:

July 25, 2006

To:

Honorable Mayor and Members of the City Council

From:

Nelson FiaIho, City Manager .

Subject:

Livermore Airport Update

At its regular meeting on June 26, 2006, the Livermore City Council:

1. Directed its staff to proceed with the purchase of the aircraft noise monitoring system,
subject to the following condition:

Send a letter to the City of Pleasant on requesting that the City of Pleasant on
participate financially in the system, and if within 30 days the City of Pleasant on does
not agree to participate financially, then no noise monitoring system will be
purchased. The Livermore City Council agreed to consider Pleasanton's request to
extend this deadline at its July 24th meeting.

2. Approved the construction of38 large T-hangers and 27 small-box hangers which would
be managed by a new or existing fixed base operator (FBO) operating under a ground
lease.

The development proposal for the hangers would be subject to the review of Livermore's
Planning and Building Departments. It is likely that the RFQ and RFP process for the
-construetiml--of.aireraft-st{}Fage-hanger1l-anG-a-FBQ-f.acili~would-be-in-place-by-September-
2006, with a contract prepared in early 2007.

The main purpose of installing the hangers is to increase revenue at the airport and to
accommodate pilots on a hanger waiting list. The airport currently has 274 aircraft owners who
paid a deposit to be on a waiting list for T-hangers and large hangers, with an estimated wait
time of 3-5 years for T-hangers and over 10 years for large hangers. The approved hanger
construction would accommodate approximately 24 percent of this demand. Per the
consultant's report, T-hangers are generally used to accommodate smaller single or twin engine
planes flown by recreational pilots. Small-box hangers are generally used to accommodate
smaller single- or twin-engine planes. Large-box hangers, which were not approved, are

Livermore Municipal Airport
Page I
