<br />These Planning Commission votes and other comments have been noted with the appropriate <br />improvement in Attachment 2. <br /> <br />Other Commission comments included: <br /> <br />. A desire expressed by three Commissioners to reduce the amount of detail included in the <br />General Plan Circulation Element regarding intersection improvements and striping. <br />Their preference was to provide policy guidance on broad issues such as Level of <br />Service, and to leave the operational issues of how to achieve that service to Traffic <br />Division staff. <br />. A Commissioner referenced the minutes of the January 11,2005 Joint Workshop on <br />Circulation, and noted that there were several good ideas from Commissioners reflected <br />in those minutes, and that the City Council should be given the opportunity to review <br />these prior to making any decisions on the circulation network. A copy of these minutes <br />is included as Attachment 3 to this Staff Report. Staff has reviewed the minutes and <br />notes that several suggestions were made as to how the results of the traffic analysis <br />could presented to provide the public and decision makers with clear information on <br />traffic impacts and model assumptions. Staff suggests that the City Council proceed with <br />selecting a roadway network for the preliminary analysis and that the ideas from the <br />January 11,2005 minutes be used in the presentation of the preliminary results. <br />. A Commissioner commented that since the West Las Positas interchange is not part of <br />the circulation model, she believed the proposed traffic signal at West Las Positas and <br />Muirwood would not be needed. <br /> <br />Staff suggests discussion of items suggested by the Planning Commission which are not related <br />to street extensions and street widenings be deferred until after the model run, when other <br />network modifications will be discussed. <br /> <br />PUBLIC COMMENT <br /> <br />At the July 12,2006, Planning Commission meeting, members of the public spoke regarding the <br />high volume of traffic on Santa Rita Road and Valley Avenue, and also about the Happy Valley <br />Bypass Road. In addition, staff has received several e-mails related to the circulation network <br />issue. These are included in Attachment 5. <br /> <br />DRAFT CIRCULATION ELEMENT - APPROPRIATE LEVEL OF DETAIL <br /> <br />As staff is starting to prepare the Draft Circulation Element, it is timely to consider the level of <br />detail it should include. The Pleasanton General Plan currently includes more detail in the <br />Circulation Element compared to typical general plans. For example, general plans typically do <br />not include lane configurations for multiple intersections, as Pleasanton's does. As noted above, <br />three Planning Commissioners have expressed a desire to reduce the level of detail in the Draft <br />Circulation Element.
