The deletion of widening for Old Santa Rita Road south of Rosewood Drive, and the deletion of widening of Rosewood Drive west of Santa Rita, because these road widenings are not needed. . The deletion of widening of Vineyard Avenue, because a 2-lane design was recently approved by the City Council. . The deletion of widening of West Las Positas Boulevard between Foothill Road and Payne Road which is not needed without the interchange. . The deletion of planned widening of Hopyard Road between Valley Avenue and Division Street since traffic capacity would not be significantly improved. . The deletion of widening of West Las Positas Boulevard east of Fairlands which is not needed. Attachment 2 also includes some recommendations regarding traffic signals and intersection geometrics. Staff is recommending that discussion of these elements be deferred until the results of the preliminary traffic analysis are available and these improvements can be discussed in the context of specific traffic data. PLANNING COMMISSION ACTION The Planning Commission considered the proposed refinements to the circulation network at meetings on July 12, and July 26, 2006 (minutes from these meetings are included in Attachment 3). The Planning Commission took "straw votes" on several items; individual Commissioners made comments on other items. "Straw votes" were made on the following items: . Confirming the exclusion of the West Las Positas interchange from the circulation network model (4-1). . Confirming the exclusion of the Stoneridge Drive extension from the model (4-1). The Planning Commission also voted on some other changes to the network, as follows: . Confirming Santa Rita Road at Valley Avenue widening for a triple southbound left and double westbound left turns (4-1). . Santa Rita Road at Black Avenue - prohibit traffic from exiting the Santa Rita Road frontage road opposite Black Avenue. Re-route this traffic to the new signal at Francisco Street. Eliminate the north crosswalk at this intersection. (4-1 to retain this in the network model). . New traffic signals at the following intersections on Valley A venue: Blackbird Drive, Crestline Road, and Hansen Drive (3-2 to agree with staff's recommendation to retain the stop signs and not install traffic signals in these locations).
