Staff has estimated traffic volumes in the Foothill corridor based <br /> on planned development along this corridor, no West Las Positas <br /> interchange, and with some non-local traffic (1,500-2,500 trips). <br /> Traffic volumes added by planned residential development alone <br /> would add 6,500-7,500 additional trips per day. Additional mall <br /> development and non-local trips could bring traffic volumes to the <br /> 19,000-21,000 vehicles per day level. Since most of the <br /> residential development has been already approved, it is highly <br /> likely that traffic volumes at and beyond the 15,000 vehicles per <br /> day level will be reached before the West Las Positas Blvd. <br /> interchange is constructed. <br /> <br /> A two-lane road section will not adequately carry traffic volumes <br /> exceeding 15,000 vehicles per day, even with turn lanes and minimal <br /> side interference. Neighbors to Foothill Road already experience <br /> traffic problems related to convenience and safety with the present <br /> volumes. Traffic volume increases will likely lead to more, and <br /> intensified, problems. <br /> <br /> ROADWAY ELEMENTS <br /> <br /> Foothill Road, whether in the planned four-lane segment or the <br /> planned three-lane segment, must combine the following elements: <br /> <br /> 1. Sidewalk(s) - one or both sides, combined with bike use <br /> or separated. <br /> 2. Edge of road landscaping, if any - may be used to <br /> separate road from bike/pedestrian facilities. <br />-- 3. Disabled vehicle accommodation - gravel shoulder if no <br /> curb, separate lane, combined lane with bikes, "pockets" <br /> dispersed along route. <br /> 4. Right turn lanes, if any - separate or combined with <br /> disabled vehicle/bikes. <br /> 5. Bike lanes - on street (5 ft. minimum, 6 ft. desirable if <br /> adjacent to a curb), off-street, separated or combined <br /> with travel lanes, disabled vehicles, or pedestrians. <br /> 6. Travel lanes - standard widths are 12 ft., with 13 ft. <br /> adjacent a median curb, but may be reduced to 11 ft. <br /> 7. Left turn lanes, if any - protected with median "noses" <br /> of 4-6 ft. or left unprotected, <br /> 8. Median treatment, if any - landscaped or paving material; <br /> kept flat or used to minimize grading by separating <br /> travel lane elevations. <br /> 9. Storm drainage accommodation - with street curbs or <br /> separated earthen ditch. <br /> 10. Horizontal and vertical alignment - based on design speed <br /> for the street, these determine the safe curves and <br /> bumps, allowing safe travel as well as sight distance for <br /> vehicles entering, leaving, and crossing the roadway. <br /> <br /> SR91:52 7 <br /> <br /> <br />
