As described earlier, it designates Foothill <br /> Road as a 4-lane, divided arterial from Stoneridge Drive south to <br /> Muirwood Drive South, with a 3-lane (center turnlane) configuration <br /> from Muirwood Drive South to Bernal Avenue. These lane <br /> configurations were based on meeting the "uncongested" goal by <br /> having City streets carry traffic at an "environmental" capacity <br /> rather than theoretical carrying capacity. <br /> <br /> FUTURE TRAFFIC VOLUMES <br /> <br /> Traffic volumes on Foothill Road in the section being studied have <br /> been generally in the 10,000 vehicles per day range. <br /> <br /> Historical and Estimated Traffic Volumes <br /> <br /> G.P., NO <br /> W. Congestion would be perceived as greater on a <br /> two-lane road for a given volume in this range than the same volume <br /> on a four-lane road. <br /> <br /> Traffic volumes on Foothill Road have fluctuated, with some days <br /> carrying traffic well in excess of the volume shown. This is a <br /> result of the road being a parallel route to 1-680 and its use from <br /> time-to-time as a "preferred alternative" to freeway delays. <br /> Foothill Road also has experienced unusually concentrated peak <br /> periods. These are reflected in neighborhood concerns over the <br /> ability to turn off of and onto the street, as gaps are at times <br /> infrequent. Traffic speed remains high (about 45-50 mph), adding <br /> to the perception of congestion. These difficulties have led the <br /> City to plan traffic signals at Muirwood Drive North (underway), <br /> Highland Oaks Drive (condition of Garms project), Bernal Avenue (to <br /> be built with Laguna Oaks project), and at Foothill High School <br /> (planned for the 1993-94 C.I.P). <br /> <br /> The General Plan build-out traffic volumes show volumes at roughly <br /> the current levels. The General Plan volumes, now over five years <br /> old, do not reflect any significant through traffic (freeway <br /> bypass), and they assume a West Las Positas Blvd. interchange <br /> connection to 1-680. <br /> <br /> SR91:52 6 <br /> <br /> <br />
