How the above elements are incorporated into a planned street <br /> determine the ultimate width of the right-of-way, its character as <br /> a street, and its effect on the neighboring properties, trees, and <br /> hillsides adjoining the present road. <br /> Foothill Road is not being designed "from scratch." Much of it is <br /> already constructed. Sidewalks have been constructed, curbs exist, <br /> right-of-way acquired. In combining the above elements, staff took <br /> care to incorporate as much of the pre-existing improvements as <br /> feasible. <br /> <br /> PROPOSED ALIGNMENT J~ND ROADWAY SECTION <br /> <br /> The staff-recommended minimum right-of-waY would accommodate the <br /> General Plan street designs: a four-lane segment from Stoneridge <br /> Drive to Foothill High School, a transition segment from the high <br /> school to Muirwood Drive South, and a three-lane segment from <br /> Muirwood Drive South to Bernal Avenue. The street alignment and <br /> cross-section which would match these designs are shown as the two <br /> "General Plan Options," one a four-lane section and one a three- <br /> lane section. They include an existing or a new combined <br /> bike/pedestrian sidewalk on the east side only, on-street bike <br /> lanes combined with disabled vehicle lanes, right turn lanes shared <br /> with bike lanes, standard width through lanes, a compromise left- <br /> turn lane (no "nose" protection), and a near-continuous landscaped <br /> median, protected by raised asphalt curbs. <br /> <br />- The attached Alignment Study shows the recommended street section <br /> for the General Plan Option street widths (pages 5-25 of the 11 x <br /> 17 packet of plans). It shows the edge of pavement for the street <br /> and the location of the sidewalk along the east side of the <br /> roadway. The Alignment Study does not show actual riqht-of-way <br /> because the west edge right-of-way will vary based on actual <br /> development proposals. The attached exhibits show periodic <br /> sections depicting how the widening would be accomplished. <br /> Sections at each "station" (numbers 30 - 135 in the center of the <br /> street,marked with a "+") are available for review at the Planning <br /> Department. The cut/fill slopes shown are -worst case" in that <br /> they do not include any retaining walls. Such walls will no doubt <br /> b~ incorporated into anV final plan to save trees. minimize <br /> ~radinq, and minimize ri~ht-of-wav acquisition/intrusion o~, <br /> existin~ homes. <br /> <br /> No separated sidewalk/bike path was included on the west side of <br /> Foothill Road in order to minimize street width and resultant <br /> roadway cuts and tree loss. Bikes are accommodated on the street <br /> (southbound) in a six foot bike lane. Southbound bikes are also <br /> accommodated on the two-way bike path on the east side of the <br /> street (this is why it is eight feet wide). Pedestrians from new <br /> development on the west side of the road will be led to appropriate <br /> crossings of Foothill Road at the new development street openings. <br /> <br /> SR91:52 8 <br /> <br /> <br />
