section studies and plans on larger scale drawings. The turnout <br />was very good, and staff believes those present gained a good idea <br />of the proposed plan. Testimony at the Planning Commission meeting <br />was knowledgeable as a result. Neighbors were concerned with <br />street width, access to driveways, traffic speed, safety, effect on <br />private property, and a myriad other issues. While no clear <br />consensus on street design emerged from these one-on-one individual <br />discussions, the overwhelming feeling is that Foothill Road is a <br />special place, a special street, loved by those who live along it <br />and travel it, and that while changes in design are almost <br />uniformly felt to be necessary for safety, these changes should not <br />destroy the specialness of the place. Staff wholeheartedly concurs <br />with this sentiment and has tried to achieve this result. <br />P~anninq Commission Review <br />The Planning Commission reviewed the alignment plan at its July 25, <br />1990 and August 7, 1990 meetings (see attached minutes). Following <br />the first meeting, the Commission directed staff to return with <br />more information concerning two of the most difficult areas to <br />design the road meeting neighbors' desires while still <br />accommodating expected traffic volumes: the Kliment-Starnes area <br />(Muirwood Drive north to Highland Oaks Drive) and the Puri Court <br />area. Upon reviewing all alternatives available, the Commission <br />was clearly split concerning the scope and method of widening to be <br />undertaken. The Commission reached consensus (3-2) nevertheless on <br />a motion calling for incremental widening - to safely accommodate <br />bicyclists and turning vehicles - with a basic two-lane roadway <br />within a right-of-way which could accommodate the General Plan <br />width. The Commission neither specified any of staff's suggested <br />alternatives nor any other cross-sectional width. <br /> <br /> Staff Revisions <br /> Following the Commission action, staff has thoroughly reviewed the <br /> various options and explored several new alternatives for both a <br /> safer, pedestrian-bicyclist street and for a narrower street. <br /> Staff is now presenting the alignment plan and alternatives for <br /> Council's review. <br /> <br /> ~:~'NF,,I~L PLAN GOALS <br /> <br /> The Circulation Element contains goals and policies relevant to the <br /> design of Foothill Road. The Plan calls for <br /> - a safe, convenient, uncongested circulation system (Goal <br /> 1); <br /> - adherence to City design standards for new streets <br /> (Policy 5); <br /> - maximized traffic safety for autos, bikes, and <br /> pedestrians (Policy 6); <br /> - separated auto, bike, and pedestrian traffic (Program <br /> 6.3); <br /> - a safe, maintainable bicycle system (Policy 18); <br /> - a safe, convenient pedestrian system (Policy 19); and <br /> <br /> SR91:52 5 <br /> <br /> <br />
