<br />Since receipt of the bid, staff has conducted meetings with the contractor, proposed <br />subcontractors and the project architect to refine and modify project specifications to minimize <br />project costs. This effort has reduced project costs by $786,501, to $3,780,146. These savings, <br />which will not impact the overall scope of the project, include modifications to wood restoration <br />techniques, changes in concrete work, modified window restorations, removal of some project <br />signage and stage lighting, specifications for electrical upgrades, and plastering changes. In <br />addition, the City will assume the cost of facility insurance during the course of construction. <br />While the City regularly provides property insurance for its facilities, this responsibility is <br />transferred to a contractor during major construction. However, in an effort to save $40,000 in <br />project costs, the City will assume this responsibility which includes a per incident deductible of <br />$25,000. <br /> <br />As a result of this effort, the project is in its most favorable position to move forward and, as a <br />result, staff is recommending awarding a construction contract. BBI Construction, located in <br />Oakland, has been in business for fifteen years specializing in facility renovation projects. Staff <br />surveyed the renovation of the Fremont Veterans Memorial Building recently completed by BBI <br />and was impressed with the overall quality of work. <br /> <br />As recommended, the project includes the base bid only.
