<br />New HV AC system <br />New electrical and plumbing systems <br />Kitchen upgrades <br />Hazmat abatement <br />Interior and exterior painting <br />Wood and window renovations <br /> <br />The building will retain existing colors and materials where possible to <br />preserve its historic nature. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City Council's annual work plan includes the renovation of the Veterans Memorial <br />Building, and the Council has indicated that this is a high priority project. The project began <br />initially in 1999-2000 when the Council authorized a master plan as part of the Capital <br />Improvement Program. The following year, the Council approved a project construction reserve <br />and funding occurred during the next few years. The Council approved the Draft Master Plan in <br />July 2003, and in March 2004, it awarded a contract to Noll and Tam Architects to provide <br />design services for the project. The Council also approved a Joint Use Agreement with local <br />veterans groups outlining the uses of the building and a process for coordinating facility <br />bookings. <br /> <br />On January 31, 2006, the City issued a request for bids (RFB) for project construction. No bids <br />were received on the bid due date of March 13, 2006. As a result of this situation, staff <br />contacted a number of the contractors that had participated in the prebid meeting and was <br />informed that the lack of bids resulted from a number of issues including minimal interest in the <br />project, concerns regarding the engineer's estimate, poor timing, and lack of interest in the <br />public bid process. To address this situation, staff decided to utilize provisions in the State <br />Public Contract Code that permits a negotiated construction contract in the event that no bids are <br />received as part of a public process. After contacting a number of contractors specializing in <br />historical renovation, staff invited four firms to participate in a selection process. The selection <br />process initially involved personal interviews and site visits to evaluate previous work. <br />Following this initial review phase, one firm withdrew from further consideration due to <br />conflicting project schedules. <br /> <br />As an outcome of this process, staff invited BBI Construction to submit a formal bid, which was <br />received on May 12, 2006 in the amount of $4,566,647. The engineer's estimate for the base <br />construction, prepared in October 2005, was $2.83 million. <br /> <br />SR06:151 <br />Page 2 <br />
