<br />The potential construction cost to replace this tank with a new tank is approximately $3 to $4 <br />million dollars, in part due to the current bidding climate for specialized tank construction <br />contractors. Hence, it is very critical that the City receive an accurate evaluation as to the <br />alternatives to either rehabilitate or replace the tank. Due to the potential scope and cost of <br />either rehabilitating or replacing this existing tank, staff is recommending that two fmns be <br />engaged to perform different approaches, working independently, to determine alternatives to <br />either rehabilitate or replace the existing tank. In this manner, the alternatives or <br />recommendations can be reviewed in order to provide corroboration of each consultant's <br />recommendations, or for exploring different alternatives coming from each consultant. <br /> <br />CONSULTANT FIRM SELECTION PROCEDURE <br /> <br />A Request for Proposal (R.F.P.) was sent to a total of 5 consultant firms. The fmns were <br />either from the City's qualified list of consultants or fmns that were recommended for their <br />expertise in structural engineering. Three firms from the qualified list responded with <br />proposals. After discussions with various departments/divisions familiar with the design and <br />operation of this tank, two of the three firms were selected to provide the services needed. Both <br />TJC & Associates and Beyaz & Patel will independently exantine the tank's existing structural <br />integrity and will determine the feasibility of either rehabilitating the tank or recommending its <br />replacement. Because of the potential financial burden to replace the tank, it is recommended <br />that both fmns be hired and that both fmns explore all potential rehabilitation, leak reduction, <br />and/or seismic reinforcing methods to save the tank. <br /> <br />CONTRACT <br /> <br />The proposed contract with TJC & Associates, Inc. including Exhibit" A", Scope of Work and <br />Exhibit and Fee Schedule, is attached to this staff report. The not-to-exceed cost of the <br />contract is $21,954.00. <br /> <br />The proposed contract with Beyaz & Patel, Inc. including Exhibit "B", Scope of Work and Fee <br />Schedule, is attached to this staff report. The not-to-exceed cost of the contract is $29,800.00 <br /> <br />BUDGET <br /> <br />The cost for this work will be drawn from the funds allocated for this project, the McCloud <br />Water Tank Replacement Refurbishment Project, CIP No. 051023.
