height would need to be constructed opposite the poeject entrance on the west side of <br />Foothill Road in order to provide room for the left turn lane into the project site. <br />According to the project's tree report, the completion of these frontage improvements <br />would require that a total of 51 indigenous trees (coast Iive oak, valley oak, sycamore, <br />and California black walnut), as well as one heritage tree of anon-native species <br />(mulberry) be removed along both sides of Foothill Road to facilitate the proposed project <br />and the approved relocation of the entrance road to the Equus Court subdivision. A total <br />of 22 of these native trees are classified as heritage trees based on their size, while the <br />remaining 29 are smaller-sized trees. Of these 52 trees to be removed, all but eight were <br />classified as healthy. As discussed in the following section Landscaping of Common <br />Areas. Foothill Road and Interior Streets, the developer is proposing to mitisate the <br />removal of these trees by transplanting five oak trees from other areas of the site and <br />planting seven 36" box size oak trees. along with a mixture of 15 gal and 24" box size <br />native trees. along the project's Foothill Road frontage. <br />The developer has agreed to install the traffic signal at the intersection of Muirwood <br />Drive and Foothill Road. This intersection currently meets warrants which indicate that <br />signalization is necessary, and the proposed project traffic would exacerbate the problem. <br />As requested by the several residents and the Commission at the previous meeting, staff <br />has ascertained that "No Right on Red" signs and recessed stop markings on the pavement <br />can be safely installed on the northbound lane of Foothill Road. These measures were <br />requested in order to discourage cut-throush traffic on Muinvood Drive for vehicles <br />desiring to go east on West Las Positas Boulevard. The developer has agreed to make <br />this change. A condition of approval has been added requiring that the final design of <br />these improvements be submitted for review with the tentative map. <br />Three Existing Residences <br />The sloped portion of the site closest to Foothill Road currently has two flat building pads <br />with existing homes facing Foothill Road. These two homes would remain, and their <br />existing driveways which currently enter directly onto Foothill Road would be relocated <br />to the new project entrance road consistent with City policy which encourages the <br />elimination of driveways entering directly onto a major arterial. These two lots would be <br />2.9 acres (Lot 87) and 1.5 acres (Lot 91) in size. <br />Another existing home, the Merritt guest house (Lot 88) which is currently rented, is <br />proposed to be either relocated or replaced on a 2.0 acre parcel which is also the location <br />of the accessory buildings used for Mr. Merritt's light manufacturing operation.
