revenue needed to complete them has not yet been collected and further, because there is no guazantee <br />that the revenue will become available since it is dependent upon future residential and commercial <br />growth. As a result, for the benefit of continuity with previous Capital Improvement Programs, all <br />projects not included in the financial tables for funding over the next five yeazs are included in the <br />unfunded section. <br />In an attempt to track the "Highest" priority projects they aze included on a separate table. The <br />"Highest" priority unfunded projects aze those which staff has identified as those where future revenue <br />not projected in this CIP would be appropriated. Prior to proceeding with any of these projects, staff <br />will pursue appropriate commission and City Council reviews. <br />A number of projects included in the unfunded section warranting discussion are as follows: <br />City Ha1UCommunity Center -For the past few years, a reserve has been used for accumulating <br />funding for a new City Ha1UCommunity Center. For this program, these two projects have been <br />combined into a single project based on discussions which indicate that a single facility may be <br />feasible. As mentioned previously, assuming the reliability of financial projections over the next <br />five years, it is expected that this reserve will equal approximately $9,429,607 by the end of this <br />CIP. Assuming a total project cost of approximately $32,000,000, the unfunded portion of this <br />project is approximately $22,595,393. As Council may recall, staff intends to conduct a <br />preliminary site design for a new City Ha1UCommunity Center in FY 1999/00. <br />Expansion of the Pleasanton Library -The Pleasanton Library Study and the Facilities Master <br />Plan identified a need for library expansion to address future library needs. As a result, <br />expansion of the Pleasanton Library is included as part of the City's Development Impact Fee <br />Report and a portion of Public Facilities Fees collected will be used to expand the library. <br />However, at this time, the library is meeting community needs and the City Council has recently <br />approved a renovation project which will make modifications to the interior of the library to <br />accommodate the transfer from a County run library to a City of Pleasanton run library and to <br />provide needed upgrades including carpeting and painting. City staff and the Library <br />Commission will continue to evaluate facility needs to determine expansion requirements. <br />BMX Bike Area - Recently, a group of residents approached the Park and Recreation <br />Commission and the City Council requesting that the CIP include revenues for the development <br />of land to accommodate BMX bicycle racing. Currently, staff is reviewing possible sites to <br />accommodate this activity and if one is located, will move forwazd towazds viewing the potential <br />for funding this project. <br />xvi <br />
