and intends to present the Pazk and Recreation Commission with recommendations on this matter to be
subsequently forwazded to the City Council.
Also, while not included in the CIP, the City is intending to fund the street landscape improvements to
the northeast side of Hopyazd from Secretariat to Del Valle Pazkway at an estimated cost of $165,000.
This project, which will be funded with Pazk Renovation Revenues, will renovate the landscaping in this
azea including an irrigation system, plant material, and grading. The final design of the project will be
forwarded to the Council as a recommended renovation project and the CIP will be amended
accordingly.
In addition to the above, City staff intends to revisit a recommendation made by the City's Housing
Commission in 1997 to waive approximately $2,102,000 in development fees for the Security Pacific
Capital Trust project in Hacienda Business Pazk. While the fee waiver itself is not in question, in prior
waivers of City fees, the Lower Income Housing Fund has repaid the CIP or the General Fund to cover
all or a significant portion of this lost revenue. While the Housing Commission did express concerns
about this repayment because of its potential impact on the City's Lower Income Housing Fund, the
concern was based in part over the uncertainty about the amount of financial contributions required for
the City's Assisted Living Project. As a result, once the financial impact of the Assisted Living Project
is completed, which is expected within the next few months, it will be appropriate to reevaluate the
amount of available revenue in the fund to determine whether it is adequate to address the City's
affordable housing needs as well as reimbursing the CIP for lost revenue as a result of this fee waiver.
Staff will provide City Council with information on this matter as soon as it becomes available.
PG&E Rule 20A Revenue
The City is eligible for participating with PG&E for projects undergrounding current above-ground
utilities. Because PG&E actually coordinates these projects and revenue required for completion are not
transferred to the City but retained by PG&E to meet undergrounding costs, they aze not included in this
CIP. However, in an effort to inform the community of proposed projects, the table below lists projects
to be carried out during the next few years.
PROPOSED UTILITY UNDERGROUND PROJECTS
PROJECTS PG&E CONTRIBUTION YEAR PLANNED
Kottinger Drive from First Street to East of Second Street $180,000 FY 1999/00
Division Street (Tract 6311) $109,000 FY 2001 /02
Fair Street from Rose Avenue to Division Street $108,000 FY 2001/02
Unfunded Projects
Included in this CIP is a listing of unfunded projects. While in previous CIP's, unfunded projects were
those that did not have an identified funding source, many of the projects included in the existing
unfunded list have an identified funding source from Public Facility Fees, Traffic Impact Fees, and
projected General Fund contributions.
