<br />The entire Hatsushi property, including topography, has been significantly modified by the site's <br />existing uses and developments. Because Hatsushi's grading reflects the grading of adjoining <br />developments approved in the Specific Plan area and that areas of significant topography will be <br />preserved, staff considered the proposed grading to be acceptable. However, the Planning <br />Commission may wish to discuss the question of changing Lots 1 through 3 and 6 to split-pad <br />lots. This change could, potentially, reduce the height of the 13-foot tall slope bank between Lot <br />1 and Lot 2, which faces Vineyard Avenue, and the 23-foot tall slope back between Lot 6 and <br />the adjoining properties. <br /> <br />Urban Stormwater Runoff <br /> <br />The applicants will install a bio-retention pond with the first construction phase in the lower por- <br />tion of Parcel "A" to pretreat storm water runoff before entering the City's storm system. Bio- <br />retention swales will be installed in Parcel "c" with the second construction phase between <br />Road "A" and the Clara Lane development. The applicant's proposal is reflected in the draft <br />conditions of approval. The development's storm water runoff measures will be shown in detail <br />with the tentative subdivision map for review and approval by the Planning Commission. <br /> <br />VI. PUBLIC COMMENT <br /> <br />Public notices of the public hearing were sent to all property owners and tenants located within <br />1,000-feet of the subject property. A summary of the neighbors' letters and/or emails follow: <br /> <br />1. Brian and Denise Sereda (809 Montevino Drive) <br />. Query the unusually high traffic volume on Montevino Drive and the means to reduce <br />traffic levels. <br /> <br />2. Darryl and Judy Alexander (849 Montevino Drive) <br />. Oppose the proposed project so long as it shows construction traffic on the EVA to <br />Montevino Drive. <br /> <br />3. Ed and Sharon Nowak (862 Montevino Drive) <br />. To preserve their views of the Livermore valley and maintain their property values, <br />the Nowaks request a maximum height restriction on Lots 12 and 13 of lO-feet above <br />the Nowak property or a maximum building height of IS-feet, 6-inches for these lots. <br />. As an alternative, combine Lot 12 and Lot 13 into a single building site with larger <br />building setbacks from adjoining properties. <br />. No construction traffic on the EVA to Montevino Drive. <br />. Provide construction access from Vineyard Avenue or from the Hatsushi driveway. <br /> <br />4. Frank and Lillian Jardin (751 Clara Lane) <br />. The Jardins do not want Clara Lane used for the construction traffic for Hatsushi's <br />first construction phase.
